<p>Meeting was called to order by Mayor Horne.</p>

<p>Present: Council Members; Vicki Mixon, John Carswell, Katherine Scott, Eugene Moore, Rico Myrick. </p>

<p>Prayer by Eugene Moore.</p>

<p>Motion was made to approve minutes from November 5, 2012 meeting, sited corrections were noted by Moore,</p>
<p>&nbsp;</p>
<p>MOTION was made by Mixon to approve minutes of meeting from November 5, 2012 with correction being made on page 2, paragraph 5 from Moore Horne to Mayor Horne and to approve the rest, seconded by Moore, no opposition, motion carried.</p>
<p>&nbsp;</p>
<p><span style="text-decoration: underline;">New Business</span></p>
<p>Garbage contract to end in December.</p>
<p>Mayor Horne stated that the last two years we had a two year contract.  She then asked how do we want to advertise it this time.  Mixon stated to do it the same way it’s been being done. </p>
<p>&nbsp;</p>
<p>MOTION was made by Moore to advertise the two year contract for garbage in the Wilkinson County Post, seconded by Mixon, no opposition, motion carried.</p>
<p>&nbsp;</p>
<p>Moore stated that Mayor Horne asked him to meet with Mr. Rump concerning the concrete and make sure that they know what he is bidding on and what he is going to do.  Moore stated they want to have dumpster for the old concrete.  Mixon asked if they want us to supply all items needed.  Moore stated that they are some of it, forming materials.  Moore stated that when he tells us that the city will purchase the concrete.  Mixon asked if all we are paying for is the labor.  Moore responded, labor and material for forming.  Mixon asked how much is it, Moore responded, $4500.00.  Forming material furnished by the contractor.  Moore asked if we have someplace to dump the concrete.  Carswell responded he needs it at the park to fill in a hole that is there.  Moore stated that the contractor says he does not have liability insurance himself but he will be working under James Shinholster’s insurance.  Moore stated that he informed Mr. Rump that the invoice would have to come from Mr. Shinholster.  Mixon stated that we have been through this before.  Mr. McCree stated that he would not recommend that we allow them to do the work if he doesn’t have insurance.  Mixon stated that they had gone through it with someone bidding before and they did not make sure they had insurance they went under the same company.  Moore stated that it would have to be done under Shinholster’s instead of Rump Masonry.  Moore also stated that he had checked with Snowco, and said there is another guy in Gordon, but he’s not sure that he is still there.  Moore also stated that he asked John Williams who poured the concrete for their church, and stated that it was someone out of Dublin.  Mixon asked if we advertise that they have to have insurance.  Pam stated that it wasn’t in the advertisement, Mixon asked why and stated that it needs to be in everything that we advertise for bids, that they have got to have their own insurance. Moore stated that he can call Snowco and remind them, Mills , and any others that he can contact.  Mayor Horne asked if James Shinholster could hire Mr. Rump to do the job and it be his</p>

<p>responsibility, Moore stated that he would check with Mr. Shinholster to see if he will bid on the job and  hire Rump to do the job or whoever Mr. Shinholster will hire to do it. </p>
<p>&nbsp;</p>
<p>Submit a roads priority list from DOT for the LMIG when we apply for the grant.  Moore stated that the list would consist of the areas from Main Street to Railroad Street(1<sup>st</sup>), from Fourth to Railroad Street(2<sup>nd</sup>), Vinson Road(3<sup>rd</sup>), and Macon Road(4<sup>th</sup>).  Moore stated that Mr. Council told him it would cost approximately $25, 000 to $30,000 for the quarter of a mile, got to have some patch work.  Moore stated that there was one more real bad section, which is out towards Valerie Walker’s and can probably be fixed using the budget fund because it’s getting pretty bad.  Moore also stated that the grant can be placed in an escrow for three years and do not have to spend it until 2013 the sewage project is finished but not longer than three years.</p>

<p>Scott had nothing to discuss.</p>

<p>Carswell stated that he saw in the minutes where Rico mentioned that there are some guys who could do community service to do some work at the park. Carswell asked Wayne if he had a list of the people that could do the community service.  Wayne stated that Zim would be the one that keeps the information concerning community service.  Carswell stated that they need to come up with a plan to see where they need to start at, said that they started working last weekend.  Another cleaning date would be discussed.  Discussion was made to have chainsaw serviced and repaired and to get tools.</p>
<p>&nbsp;</p>
<p>Myrick had nothing to discuss.  Myrick mentioned that he saw where there was a proposal from ISM for piping for the new well for $35,900.  Carswell asked if the proposal was just for the piping.   Moore stated that he and Mark met with them and gave a rundown of the items to be used.  Mayor Horne asked when the work would be started on the wiring for the pump house, Myrick stated that it was supposed to be run in the paper, Pam stated that it was bid out to Helton, Myrick asked if Pam called them, Pam said she did not call because she thought they were calling.  Moore stated that he will call.  Mayor Horne asked if there was anyone else or if there was only one bid.  Moore stated that he and Myrick called piping services and has not heard anything from them, Moore called Mike Avery ISM in Gordon</p>

<p>Mixon had nothing to discuss.</p>

<p>David McCree had nothing to discuss.</p>

<p>Carswell had one other thing to discuss concerning the red dirt for the park.  Carswell asked if they should hold off or how soon could they start.  Mayor Horne stated to wait until after the holidays, Moore stated that they need a load or two on Riley Circle.</p>
<p>&nbsp;</p>
<p>Mayor Horne asked Scott to inform council concerning the meeting held at the library.  Scott stated that the library still plans to receive $17,000 from the city and that they said it was contracted for us to give them the money.  Scott stated that she received a fax from them but she didn’t know what it was.  McCree read over the form and gave a summary concerning the contents of the fax.</p>
<p>Scott stated that there have been some complaints about the insurance and the employees want to know if they can wait until 2013.  Mixon stated why can’t we continue to pay everything with agreement coming from Carswell stating that it would be beneficial to the employees to prepare for the upcoming change.  Moore stated, through his research a comparative of the surrounding counties employee</p>

<p>insurance plan.  Scott stated that she thinks the employees should be given time to prepare for the insurance change.</p>

<p>MOTION made by Scott that we do not start taking 10% in 2013.  Mayor Horne asked if the amount for the family would remain the same.  There was no second to the motion.</p>

<p>Scott made motion to hold out on insurance until 2014 for the employees portion of insurance, Moore seconded it, but Scott rescinded motion and made motion to leave insurance as is, seconding the motion was Moore, no opposition, motion carried.</p>

<p>MOTION made by Myrick to let the Christmas bonus stand as is, seconded by Mixon, no opposition, motion carried.</p>

<p>Mayor Horne called meeting to order, led in prayer by John Carswell.</p>

<p>Present were Mayor Vicki Horne, Council Members, Vickie Mixon, Rico Myrick, John Carswell, Katherine Scott, and Eugene Moore.</p>
<p>&nbsp;</p>
<p>Motion to accept the December 17, 2012 minutes as they are was made by Mixon, seconded by Scott, no opposition, motion carried.</p>
<p>&nbsp;</p>
<p>Motion to accept the minutes for January 7, 2013 meeting was made by Myrick, seconded by Carswell, no opposition, motion carried.</p>

<p><strong><span style="text-decoration: underline;">New Business</span></strong></p>
<p>Roberts stated that all she had for discussion was the LMIG program that took over LARP.  Roberts explained that submissions were made for road projects in which we receive a percentage of the total cost. This year’s was $9,706.32.  Roberts stated that she and Moore discussed opening another checking account if it was okay with council. Roberts explained that the monies could be held for three years, and next years, then the city could put it on a major road it wanted to pave. </p>
<p>&nbsp;</p>
<p>Mayor Horne asked about the advantages of opening an account.  Moore stated that the money could be held in escrow or had to be spent this year. Moore said the rules speak of auditing the records and account but if it was not placed in a separate account, he didn’t see how they could audit it.  Horne stated that her concern was that in the future, if current council was not here, would the projects that needed to be done get done.  Moore stated that the money would have to be spent on the four projects submitted, which was approved in October. Mayor Horne asked if there are any roads that would be worked on this year, Moore stated no, not if they would be torn up when the sewer construction began. Moore stated that there is one place on Railroad Street that needs some patching, but that it could be done using the $15,000.00 in the budget.  Horne asked why the funds couldn’t be used for patching Railroad, Moore said because it wasn’t on the priority list. Moore said the roads included in the priority list was from the railroad tracks around to 441, 4<sup>th</sup>  Street to Main Street, Railroad, Vinson Road and Macon Road.  Myrick asked about the state maybe patching, Moore said that the state didn’t do anything anymore, and said the LMIG program was all your were going to get from the state, Myrick said that he was talking about the City supplying the asphalt, but using their machine.  Moore said that he didn’t know about that. Moore said that if you read the rules under this LMIG project, that the miles inside the city limits were solely the responsibility of the City, even for engineering, anything from now own, that the state was no longer involved in those functions. Mayor Horne asked what the difference would be to place the funds in an account since we have to spend them this year.  Moore reiterated that the funds do not have to be spent this year that they could be placed in an escrow where it can be held for three years but has to been spent within those three years.  Mayor Horne voiced concerns in regards to the funds being kept in escrow that they could be forgotten while other projects take place.  Moore stated that requests are already made for next year. Roberts said that the city would receive another check in 2013, and if they are all around $9,000.00, then there would be around $27,000.00 that could be used on certain road resurfacing projects.  </p>

<p>Mayor Horne stated that the city needs to look into work for the sidewalks in which there have been promises made concerning sidewalks being constructed on Railroad Street, Old McIntyre and Riley Circle</p>
<p>for quite some time, and finishing up Macon Road.  Moore asked if SPLOST funds could be used for the purpose of sidewalks, Horne responded that they probably could, and that CDBG funds could be applied for also.  Mayor Horne asked what roads were on the priority list, Moore said  from the railroad tracks to 441, and that it was estimated at about $28,000 to patch, level and resurface, from 4<sup>th</sup> Street to Main was another $25,000, and Vinson was estimated at $150,000, and Macon Road was around $150,000. Mayor said that you were looking at over $300,000. Moore stated that the city has to match the LMIG by 30% because the TSPLOST did not pass for our region; and that the areas that it did pass were only required to match by 10%.  The projects submitted had to be at least 30% more than $9,700.00. </p>
<p>&nbsp;</p>
<p>MOTION was made by Moore that the $9,706.32 be put in escrow in a separate account to hold it at least until next year to see what kind of repairs the roads needed, seconded by Scott, no opposition, motion carried. Mayor Horne asked was the money going to go anywhere, Moore said no.</p>
<p>&nbsp;</p>
<p>Moore stated that he has a bid from Chris Martin for handrails along the sidewalks in the amount of $3000.00 for both sides.  Mixon stated that she doesn’t see the need for the handrails on both sides seeing that the sidewalks are twice as big as they were before they were redone.  Horne stated that it is because of safety, especially with small kids running into traffic and for handicapped people being able to pull themselves up the ramp.  Carswell asked the where about of the railing.  Moore explained that the pricing was for railing on the out sides of the ramps, but that he didn’t think we needed the railing.  Carswell asked did the concrete come all the way to the building on the side of handicap parking. Roberts said that there was no drop off, and Moore said that is why they constructed the sidewalks five feet wide. Carswell suggested constructing the railing on both sides of the handicap parking area sidewalk to keep people from rolling off the sides. Mixon stated that the USDA doesn’t require any rails, Horne said that she understood that but still wanted them for safety issues.  Carswell said that he felt there should be some warning signs, Moore said that we had one ordered. Scott made motion to get hand railings for the side walk. Carswell asked if the city was going to get railing on both sides of the side walk. Scott said that she understood what Mayor Horne was saying that people could step off into traffic. Carswell stated that the railings were more for a protective measure more than for handicap accessibility; Mayor Horne said that’s how she felt. Carswell said that if you look at the parking area, you don’t have that much railing, so if you put some on the back side where there is no concrete, it wouldn’t be about 15 feet, and would prevent any accidents and that it shouldn’t be that much more for that area. Mayor asked Moore if he could contact Chris Martin for pricing, Moore said that he would but that it would probably be another $1,500. Scott and Horne questioned that amount for such a small area. Moore said that you weren’t talking about that small of an area that you would have to come all the way across the parking area and up the sides. Mixon said that she felt if it was required then USDA would have put it in the requirements. Horne said that USDA was just trying to make sure it was handicap accessible. Moore said that when he was talking to Spence, the reason why it was poured 10 feet wide was so a wheelchair would have room to turn. Moore was asked to get with Chris Martin and discussion was tabled until next meeting.   </p>

<p>Carswell stated that he received a phone call inquiring about renting the office space located at the park for a family reunions, Mayor Horne advised Carswell that she didn’t believe the office was big enough and see if they could use another building located at the park.</p>

<p>Carswell stated that the only other business that he had to discuss was about a water line that needs to be repaired where Myrick turned the water off, but that it wasn’t the main, Myrick said that it was a main, out there by the trailer park. Carswell asked if it was a water faucet, Myrick said that it was, and Carswell said that he would look at getting it repaired.</p>

<p> Carswell said that he had begun sending flyers to vendors from last year for May Day. Mayor Horne stated that she has also been getting calls inquiring about meetings. Carswell said that the May Day committee will start having meetings in about two weeks, because people were calling inquiring about the events and about the car show. Mayor Horne said that Albert Nesbitt asked about the pictures from the Car Show. Carswell said that he had spoken with Mantrell several times and that he hasn’t seen but one picture from the car show, but would call Mantrell, and if he gets them, he would forward them to the clerk’s office.</p>

<p>Mayor Horne stated that there is a memorandum from Paws and Claws.  Roberts presented a Memorandum of Understanding from Paws and Claws stating that it was basically the same as the one  they had signed when they give them the $10,000. Clerk read the first paragraph to the council, concerning what Paws and Claws did.  Mayor Horne asked what happened with Mark doing animal control for the city.  Roberts said that she had mentioned it to Mark, and that someone was to speak with him and have him come to a meeting but no one has contacted him.  Roberts stated that the memorandum is for the $2500.00 that has already been pledged to give to them.  Mayor Horne said that she wanted to wait until David comes back.</p>

<p>Mayor Horne stated that the budget had to be voted on tonight, Roberts said that there were no changes to the budget and had included with the copies, a breakdown of raises and insurance. Mayor Horne asked if everyone received 3%, Roberts stated that everyone except Lamont and Courtney, they get .75.  Mayor Horne asked when they start fulltime; Moore said that whenever the budget was passed,Roberts said whenever council agreed to it.  Mayor Horne questioned whether Nickie was included in the raise and insurance breakdown, Roberts stated that she was. </p>

<p>Moore stated that Piping Services were supposed to start today, but that he hadn’t seen them, Moore said that the electrician was waiting on Georgia Power.  Myrick questioned about the work done last year, Moore stated they just installed a new pole that this would be a new service. (This conversation took place while council was waiting on copies of the raise and insurance breakdown being made for those that did not have one)</p>
<p>&nbsp;</p>
<p>Roberts noted a correction that needed to be done to the breakdown of insurance and raises that the amounts in the column for Louise needed to be dropped to Takita’s name.</p>
<p>&nbsp;</p>
<p>Mayor Horne said that she would like to discuss a personnel issue.  Myrick made motion to enter into executive session, seconded by Mixon, no opposition, motion carried.</p>

<p>Mayor Horned called meeting back to order at 5:55 no motion or vote was taken while in executive session.</p>
<p>&nbsp;</p>
<p>Mayor Horne stated that she and Pam discussed purchasing a laptop so she would have accessibility to the office when she is not there.  Roberts stated that the laptop would be used to tie into the system where she could monitor work, or complete work herself if necessary.  Council members agreed with the purchase of the laptop. </p>

<p>Mixon made a motion to accept the proposed budget, seconded by Scott, no opposition, motion carried.</p>

<p>Mayor Horne asked about retroactive pay for the employees, Roberts said that it is up to council.  Moore said that he doesn’t think so.  Mayor Horne asked if the pay was included for the beginning of January, Roberts said that it is. Scott asked if the employees would have to be paid back pay from January to February.  Moore asked if the budget would have to be run in the paper also, Mayor Horne and Roberts responded, that it would but Mayor Horne said that what she is speaking of is different. Roberts stated that there has to be a budget hearing also. Mixon asked if there has to be two budget hearings and Roberts said that there only has to be one.  Roberts stated that the vote for full-time and raises can be made after the budget has been approved.  Moore stated that he understands that there has to be a motion to hire the employees full-time just like it was done to hire them part-time. Scott said that they would began to receive pay then.  Mayor Horne asked when the employees would begin to start working full-time, Moore said after the budget had been approved.  Myrick said that David said that it did not have to be done right after the budget had been approved. Mayor Horne said she thought the decision had been made to go ahead and hire the employees and Roberts said that the decision to hire them could be made anytime, the vote just has to be made for the raises but they may want to ask David.  Mixon said the she doesn’t think that it’s the employee’s fault that the budget wasn’t approved and she thinks that it should be retroactive because it punishes the employees for something that council was lax in doing and she thinks that they should be paid even though it will be late.  Mayor Horne asked how long the budget has to run in the paper, Roberts said two weeks.  Scott asked if the vote needs to be made to hire the employees now or wait until the two weeks.  Mayor Horne and Carswell had questions as to whether they could vote for the employees to go ahead and start working full-time, Roberts recommended asking David.  Moore said he thought it was based on the approval of</p>

<p>the budget that the employees would be hired full-time.  Carswell, Moore and Mixon all agreed that there is not any money to spend until the budget is approved.  Mixon said that she thinks that the employees should be paid what they would have been paid when they were hired.  Carswell asked if that would be the retroactive pay.  Mayor Horne responded yes and that it had been done before.  Mixon stated that it’s not the employees fault that the budget was not ready, Mayor Horne said to wait and ask David.  Mayor Horne said that the budget has been done early before, but the last few years we have become lax.  Mayor Horne said to call David with the questions.  Roberts asked when council wants to have the hearing.  Moore and Mayor Horne said that the hearing could be held at 4:30 on the third Monday which will be two weeks.  Roberts said that holding the hearing would depend on whether she could get it in the paper or not and Mayor Horne said that if we couldn’t then it could be pushed for the next Monday.</p>

<p>Motion made by Mixon to hold public hearing on the second meeting of the month which will be February 18<sup>th</sup> at 4:30, seconded by Carswell, no opposition, motion carried.</p>

<p>Myrick asked about the library, Mayor Horne said that there was a misunderstanding and that David Franks said he thought that Mr. Moore said there was $17,000.00 in the budget for the library; Scott asked if Franks had been called.  Mayor Horne said she talked with Franks and that he sent a letter to Donna Asbell letting her know what the amount was and that he is also encouraging the library board to come and meet with the city themselves and that they would send someone to represent them.   Mixon said that she didn’t believe the library board wanted to meet with anyone. Mayor Horne said that she didn’t know why the library board wasn’t at the meeting, and asked Moore if he knew, Moore stated that no one contacted Mr. Franks to let him know anybody was coming, so he didn’t set up a meeting. Mayor Horne asked wouldn’t the library still have been there. Scott said no because they were told that nobody was coming because we didn’t get back with him, Scott asked Roberts if she called to tell them that we were coming, Roberts said that honestly, she didn’t know that she was suppose to. Roberts said she would have if she had known.  Scott said that’s why no meeting was set up.  Moore said that he asked Franks if he could state our position since he was there. Moore said that he informed them that for the city to give any more, we would have to see more being given from the other cities. Mayor Horne stated that it’s only fair and that we should have an official audit to know whether there are other funds being paid into the library.  Moore stated that he showed Franks the document that the city had received from the Library and that Franks looked at it and said that they gave them $20,000.00. Mayor Horne said that it was not on the audit copy the city received.  Mixon said that they are getting money that they are not reporting.  Moore said he took the 2012 budget and figured up the percentage of total revenue and that the $17,000.00 came up to be 1.46% of total revenue for 2012. Moore said that he then took the projected revenue of $12,000.00 and it came to 1.03% of the 2013 budget. Moore said that when the city can see the county and the other cities giving 1% of the total revenue then we will be satisfied.  Mayor Horne stated that she thinks that the library is trying to make the city feel like the $17,000 is something that has to be done.  Moore says it’s the feeling coming from the library but not the feeling coming from the county commissioners.  Mixon says that what the library is saying is that we don’t have a choice; we have to give it to them.  Moore said that Dennis Holder and Mr. Franks both said that we can’t tell McIntyre how to spend their money and the city can’t tell them how to spend their money.  Moore stated that is the reason he did the percentage illustration, because percentage</p>

<p>wise, McIntyre has given more to the library than anyone else, including the county.  Mayor Horne and Mixon said that over the course of the years we have given more. Moore said that we still are percentage wise.  Moore suggested to Scott that at their next board meeting, they should start discussing volunteers and Scott said they do have some that the school sent there.</p>

<p>Mayor Horne called meeting to order, led in prayer by John Carswell.</p>

<p>Present were Mayor Vicki Horne, Council Members, Vickie Mixon, Rico Myrick, John Carswell, Katherine Scott, and Eugene Moore.</p>
<p>&nbsp;</p>
<p>Motion to accept the December 17, 2012 minutes as they are was made by Mixon, seconded by Scott, no opposition, motion carried.</p>
<p>&nbsp;</p>
<p>Motion to accept the minutes for January 7, 2013 meeting was made by Myrick, seconded by Carswell, no opposition, motion carried.</p>
<p>&nbsp;</p>
<p><strong><span style="text-decoration: underline;">New Business</span></strong></p>
<p>Roberts stated that all she had for discussion was the LMIG program that took over LARP.  Roberts explained that submissions were made for road projects in which we receive a percentage of the total cost. This year’s was $9,706.32.  Roberts stated that she and Moore discussed opening another checking account if it was okay with council. Roberts explained that the monies could be held for three years, and next years, then the city could put it on a major road it wanted to pave. </p>
<p>&nbsp;</p>
<p>Mayor Horne asked about the advantages of opening an account.  Moore stated that the money could be held in escrow or had to be spent this year. Moore said the rules speak of auditing the records and account but if it was not placed in a separate account, he didn’t see how they could audit it.  Horne stated that her concern was that in the future, if current council was not here, would the projects that needed to be done get done.  Moore stated that the money would have to be spent on the four projects submitted, which was approved in October. Mayor Horne asked if there are any roads that would be worked on this year, Moore stated no, not if they would be torn up when the sewer construction began. Moore stated that there is one place on Railroad Street that needs some patching, but that it could be done using the $15,000.00 in the budget.  Horne asked why the funds couldn’t be used for patching Railroad, Moore said because it wasn’t on the priority list. Moore said the roads included in the priority list was from the railroad tracks around to 441, 4<sup>th</sup>  Street to Main Street, Railroad, Vinson Road and Macon Road.  Myrick asked about the state maybe patching, Moore said that the state didn’t do anything anymore, and said the LMIG program was all your were going to get from the state, Myrick said that he was talking about the City supplying the asphalt, but using their machine.  Moore said that he didn’t know about that. Moore said that if you read the rules under this LMIG project, that the miles inside the city limits were solely the responsibility of the City, even for engineering, anything from now own, that the state was no longer involved in those functions. Mayor Horne asked what the difference would be to place the funds in an account since we have to spend them this year.  Moore reiterated that the funds do not have to be spent this year that they could be placed in an escrow where it can be held for three years but has to been spent within those three years.  Mayor Horne voiced concerns in regards to the funds being kept in escrow that they could be forgotten while other projects take place.  Moore stated that requests are already made for next year. Roberts said that the city would receive another check in 2013, and if they are all around $9,000.00, then there would be around $27,000.00 that could be used on certain road resurfacing projects.  </p>

<p>Mayor Horne stated that the city needs to look into work for the sidewalks in which there have been promises made concerning sidewalks being constructed on Railroad Street, Old McIntyre and Riley Circle</p>
<p>for quite some time, and finishing up Macon Road.  Moore asked if SPLOST funds could be used for the purpose of sidewalks, Horne responded that they probably could, and that CDBG funds could be applied for also.  Mayor Horne asked what roads were on the priority list, Moore said  from the railroad tracks to 441, and that it was estimated at about $28,000 to patch, level and resurface, from 4<sup>th</sup> Street to Main was another $25,000, and Vinson was estimated at $150,000, and Macon Road was around $150,000. Mayor said that you were looking at over $300,000. Moore stated that the city has to match the LMIG by 30% because the TSPLOST did not pass for our region; and that the areas that it did pass were only required to match by 10%.  The projects submitted had to be at least 30% more than $9,700.00. </p>
<p>&nbsp;</p>
<p>MOTION was made by Moore that the $9,706.32 be put in escrow in a separate account to hold it at least until next year to see what kind of repairs the roads needed, seconded by Scott, no opposition, motion carried. Mayor Horne asked was the money going to go anywhere, Moore said no.</p>
<p>&nbsp;</p>
<p>Moore stated that he has a bid from Chris Martin for handrails along the sidewalks in the amount of $3000.00 for both sides.  Mixon stated that she doesn’t see the need for the handrails on both sides seeing that the sidewalks are twice as big as they were before they were redone.  Horne stated that it is because of safety, especially with small kids running into traffic and for handicapped people being able to pull themselves up the ramp.  Carswell asked the where about of the railing.  Moore explained that the pricing was for railing on the out sides of the ramps, but that he didn’t think we needed the railing.  Carswell asked did the concrete come all the way to the building on the side of handicap parking. Roberts said that there was no drop off, and Moore said that is why they constructed the sidewalks five feet wide. Carswell suggested constructing the railing on both sides of the handicap parking area sidewalk to keep people from rolling off the sides. Mixon stated that the USDA doesn’t require any rails, Horne said that she understood that but still wanted them for safety issues.  Carswell said that he felt there should be some warning signs, Moore said that we had one ordered. Scott made motion to get hand railings for the side walk. Carswell asked if the city was going to get railing on both sides of the side walk. Scott said that she understood what Mayor Horne was saying that people could step off into traffic. Carswell stated that the railings were more for a protective measure more than for handicap accessibility; Mayor Horne said that’s how she felt. Carswell said that if you look at the parking area, you don’t have that much railing, so if you put some on the back side where there is no concrete, it wouldn’t be about 15 feet, and would prevent any accidents and that it shouldn’t be that much more for that area. Mayor asked Moore if he could contact Chris Martin for pricing, Moore said that he would but that it would probably be another $1,500. Scott and Horne questioned that amount for such a small area. Moore said that you weren’t talking about that small of an area that you would have to come all the way across the parking area and up the sides. Mixon said that she felt if it was required then USDA would have put it in the requirements. Horne said that USDA was just trying to make sure it was handicap accessible. Moore said that when he was talking to Spence, the reason why it was poured 10 feet wide was so a wheelchair would have room to turn. Moore was asked to get with Chris Martin and discussion was tabled until next meeting.   </p>

<p>Carswell stated that he received a phone call inquiring about renting the office space located at the park for a family reunions, Mayor Horne advised Carswell that she didn’t believe the office was big enough and see if they could use another building located at the park.</p>

<p>Carswell stated that the only other business that he had to discuss was about a water line that needs to be repaired where Myrick turned the water off, but that it wasn’t the main, Myrick said that it was a main, out there by the trailer park. Carswell asked if it was a water faucet, Myrick said that it was, and Carswell said that he would look at getting it repaired.</p>

<p> Carswell said that he had begun sending flyers to vendors from last year for May Day. Mayor Horne stated that she has also been getting calls inquiring about meetings. Carswell said that the May Day committee will start having meetings in about two weeks, because people were calling inquiring about the events and about the car show. Mayor Horne said that Albert Nesbitt asked about the pictures from the Car Show. Carswell said that he had spoken with Mantrell several times and that he hasn’t seen but one picture from the car show, but would call Mantrell, and if he gets them, he would forward them to the clerk’s office.</p>

<p>Mayor Horne stated that there is a memorandum from Paws and Claws.  Roberts presented a Memorandum of Understanding from Paws and Claws stating that it was basically the same as the one  they had signed when they give them the $10,000. Clerk read the first paragraph to the council, concerning what Paws and Claws did.  Mayor Horne asked what happened with Mark doing animal control for the city.  Roberts said that she had mentioned it to Mark, and that someone was to speak with him and have him come to a meeting but no one has contacted him.  Roberts stated that the memorandum is for the $2500.00 that has already been pledged to give to them.  Mayor Horne said that she wanted to wait until David comes back.</p>

<p>Mayor Horne stated that the budget had to be voted on tonight, Roberts said that there were no changes to the budget and had included with the copies, a breakdown of raises and insurance. Mayor Horne asked if everyone received 3%, Roberts stated that everyone except Lamont and Courtney, they get .75.  Mayor Horne asked when they start fulltime; Moore said that whenever the budget was passed,Roberts said whenever council agreed to it.  Mayor Horne questioned whether Nickie was included in the raise and insurance breakdown, Roberts stated that she was. </p>

<p>Moore stated that Piping Services were supposed to start today, but that he hadn’t seen them, Moore said that the electrician was waiting on Georgia Power.  Myrick questioned about the work done last year, Moore stated they just installed a new pole that this would be a new service. (This conversation took place while council was waiting on copies of the raise and insurance breakdown being made for those that did not have one)</p>
<p>&nbsp;</p>
<p>Roberts noted a correction that needed to be done to the breakdown of insurance and raises that the amounts in the column for Louise needed to be dropped to Takita’s name.</p>
<p>&nbsp;</p>
<p>Mayor Horne said that she would like to discuss a personnel issue.  Myrick made motion to enter into executive session, seconded by Mixon, no opposition, motion carried.</p>
<p>&nbsp;</p>
<p>Mayor Horned called meeting back to order at 5:55 no motion or vote was taken while in executive session.</p>
<p>&nbsp;</p>
<p>Mayor Horne stated that she and Pam discussed purchasing a laptop so she would have accessibility to the office when she is not there.  Roberts stated that the laptop would be used to tie into the system where she could monitor work, or complete work herself if necessary.  Council members agreed with the purchase of the laptop. </p>

<p>Mixon made a motion to accept the proposed budget, seconded by Scott, no opposition, motion carried.</p>

<p>Mayor Horne asked about retroactive pay for the employees, Roberts said that it is up to council.  Moore said that he doesn’t think so.  Mayor Horne asked if the pay was included for the beginning of January, Roberts said that it is. Scott asked if the employees would have to be paid back pay from January to February.  Moore asked if the budget would have to be run in the paper also, Mayor Horne and Roberts responded, that it would but Mayor Horne said that what she is speaking of is different. Roberts stated that there has to be a budget hearing also. Mixon asked if there has to be two budget hearings and Roberts said that there only has to be one.  Roberts stated that the vote for full-time and raises can be made after the budget has been approved.  Moore stated that he understands that there has to be a motion to hire the employees full-time just like it was done to hire them part-time. Scott said that they would began to receive pay then.  Mayor Horne asked when the employees would begin to start working full-time, Moore said after the budget had been approved.  Myrick said that David said that it did not have to be done right after the budget had been approved. Mayor Horne said she thought the decision had been made to go ahead and hire the employees and Roberts said that the decision to hire them could be made anytime, the vote just has to be made for the raises but they may want to ask David.  Mixon said the she doesn’t think that it’s the employee’s fault that the budget wasn’t approved and she thinks that it should be retroactive because it punishes the employees for something that council was lax in doing and she thinks that they should be paid even though it will be late.  Mayor Horne asked how long the budget has to run in the paper, Roberts said two weeks.  Scott asked if the vote needs to be made to hire the employees now or wait until the two weeks.  Mayor Horne and Carswell had questions as to whether they could vote for the employees to go ahead and start working full-time, Roberts recommended asking David.  Moore said he thought it was based on the approval of</p>

<p>the budget that the employees would be hired full-time.  Carswell, Moore and Mixon all agreed that there is not any money to spend until the budget is approved.  Mixon said that she thinks that the employees should be paid what they would have been paid when they were hired.  Carswell asked if that would be the retroactive pay.  Mayor Horne responded yes and that it had been done before.  Mixon stated that it’s not the employees fault that the budget was not ready, Mayor Horne said to wait and ask David.  Mayor Horne said that the budget has been done early before, but the last few years we have become lax.  Mayor Horne said to call David with the questions.  Roberts asked when council wants to have the hearing.  Moore and Mayor Horne said that the hearing could be held at 4:30 on the third Monday which will be two weeks.  Roberts said that holding the hearing would depend on whether she could get it in the paper or not and Mayor Horne said that if we couldn’t then it could be pushed for the next Monday.</p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Motion to approve the November 19, 2012 minutes was made by Myrick, seconded by Scott, no opposition, motion carried. Mayor Horne said that she had not had an opportunity to read the December 17<sup>th</sup> 2012 minutes, and would like to present them at the next council meetings. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Clerk presented council with the signature card for the Reserve wastewater account and asked each member of council to sign, explaining that this was the account that Ms. Kathy Ross had advised the city would need to get for the wastewater. Roberts explained that she had taken $25,000 from the timber sales from the location of the wastewater treatment center and deposited it into the reserve account. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne addressed Jon Hipp who was with Advanced Disposal. Mayor Horne said that Mr. Kipp had called her and wanted to speak about the bid that was given to the city for garbage collection. Mr. Kipp presented council with information about his company. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Kipp said that he had spoken with Mayor Horne, and that she had asked him who he was, and invited him to speak. Mr. Kipp said that he wanted to talk a little about the company and said that they were a local operation, with Wilkinson County ties and that they serviced the convenience centers with the front end service and that they had several commercial accounts in Wilkinson County and that they also service the cities of Irwinton and Toomsboro for residential service. Mr. Kipp said that they had several employees that lived in Wilkinson County. Mr. Kipp explained that they serviced several areas around Wilkinson County, Putnam, Sandersville and Milledgeville, that they had several trucks, and spare trucks and guaranteed service. Kipp said that they were proud of their safety record and training and explained that each new driver went through a three-week training before they are allowed to drive and held monthly safety classes. Kipp explained that they were involved with several charities and donated services for events, and gave free give a ways and sponsored several events. Mr. Kipp said that he understood that the bids were opened that night and reviewed by council. Kipp explained that on their bid of $5.37, that the city was looking at a $182.70 per month savings, which would be roughly $2,200.00 for the year and for the life of the contract the city was looking at about $4384.00, and that they were offering free service for all city owned locations, such as city hall the police department and public works, which would be an additional savings on top of that. Kipp asked if anyone had any questions.  Mayor Horne asked about the savings, Kipp again explained the amounts of savings, and what ones would receive free services. Horne questioned whether they would pick up for the elderly or handicapped, and the extra trash around garbage containers and that, which was strewed, from either animals or winds. Horne explained that she did not understand the legalities of this and asked McRee for advisement. McRee said that the city voted to accept a particular bid at the last meeting and that has been done, and that the bid has been accepted and the contract had been drawn, but that you now had information for Advanced Disposal, but that the bid had already been accepted from Dixon Disposal. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne advised council that there was a letter form the County Commissioners concerning a work session that will be held January 22<sup>nd</sup>, 2013 at 4:30pm for Library funding. Mixon said that her concern was that if the letter had been sent to the cities of Toomsboro and Irwinton. It was decided that Vickie Mixon, Eugene Moore and Roberts would attend the meeting with the commissioners on January 22<sup>nd</sup>, 2013 beginning at 4:30pm; Mayor Horne said that she might make it. Mayor Horne noted that no one needed to go to the meeting and commit to anything, without bringing it to council. Myrick asked why go, since we had already decided what we were going to give. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne addressed Denise Brookins who reminded council that the RC had received a request for assistance with the National Flood Plan. Brookins presented council with maps of possible flood areas in McIntyre and information from FEMA.  Brookins explained the steps that would have to be taken in order to be included into the program. The city would need to adopt the Resolution of Intent and adopt the ordinance and how the ordinance wanted communities involved and what the requirements were regarding permits and those who could participate. Brookins spoke of an individual from the city that would be responsible for inspections and making sure requirements were met. Mayor Horne, regarding the map, asked Brookins if they could blow up the area located in the flood zone, Brookins said that they could. Clerk asked if it could be specific in the areas, Brookins said they there were working with the county now, getting codes and information. Mayor Horne asked once they did could they send us the information for the City of McIntyre, Brookins said that she would. Mayor Horne thanked Ms. Brookins for the information and asked if council could take time to read over the material and get back with her.</span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne said that Dixon wasn’t here, so the signing would be later. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne said that the work out front looked good but questioned about railings. Moore said that they were working on it. It was decided that the railing needed to be on the outside of the walk. Mayor Horne voiced her concern about public safety and that she believed that rails needed to be in place on both sides for safety issues, but wanted council to look and decide. Martin said that he would get pricing for railing on both sides of the walkway. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne addressed the 2013 proposed budget.  Roberts asked council first to look at the amendments that needed to be made to the 2012 budget. Roberts said that she had went through and moved money from one line item to another to balance out the budget. Roberts explained that she had to move some monies from one department to another to cover a short fall in the recreation budget. Roberts explained to council that within the recreational budget there had been some monies moved from the street departments beautification line item to cover some areas that were over in the recreational department that were not covered when monies were moved within the recreational budget. Clerk explained that she moved $22.10 from streets beautification to the telephone line in the recreation budget and $181.11 from the streets beautification to the events line in the recreation budget. Roberts explained that the only department that actually went over budget was the recreation department by $203.21. McRee said that the amendments were within the balance of the law, where you have to maintain a balanced budget and when you go over in </span></p>

McRee said that it was a good thing to go through and analyze all the areas where you had short falls and make the adjustments so that you would have a balanced budget. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Roberts presented council with copies of the proposed 2013 budget, explaining that they should have an overall page on the front that shows the revenues verses the expenditures. Roberts went over each line with council explaining some amounts within each department. Mayor Horne asked if the full time positions were included and had the increases of salaries been pulled out to see what each increase would be. Roberts said that she had not done that, but had included the increases in the budget, but would pull the information and get it to her. Mayor asked about the insurance. Roberts explained that everything in the budget had been increased to cover the full time. Mayor Horne asked if the salary increases were included in the 2013 budget. Roberts said that the 2012 expenditures and revenues were as of December 31, 2012. Roberts notified council that the salary increase within the street department included the .75-cent increase for the part-time employees. Mayor Horne asked how much that would bring the salaries for, Roberts explained that the expenditures for the street department did include the salary increases. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne asked clerk to read lines for each department. Clerk began with the Water department advising them that the $15,179.59 that the see under timber sales was the actual amount left after opening the reserve account with $25,0000.00, and that is why it was recorded that way. Horne asked how much was received from the timber sales, Roberts said that she believed it was a little over $79,000.00, Horne asked if all of it went into the water department, Roberts explained all but the $25,000.00 used to open the reserve account. Roberts went over line items, giving reasons for increases. Questions arose for the $30,000.00 in capital; Clerk explained it was for the finishing of the new water building. Moore said that it would not be enough, Horne said that she thought they were going to use SPLOST funds, Moore said that the electrical was going to be around $35,000 and the piping would be around $25,000. Roberts said that she knew they were going to use SPLOST for the electrical, but that she didn’t know about using SPLOST for the piping, and that she and Myrick had discussed what would be needed to finish the piping. Mayor Horne asked how much was in the SPLOST account; Roberts said that she believed it was around $106,000. Mayor Horne asked how much was in the electrical and piping, Roberts said that you had around $24,000 for the piping and $35,000 for the electrical. Mayor Horne said that was going to take about half of the SPLOST funds, Roberts said that is why the piping was put into the budget. Mayor Horne asked how much was in the LGIP fund. Clerk stated that she believed it to be around $817,000.00. Mayor Horne said that it could be left like it was. Myrick asked if SPLOST could be used for the electrical work. McRee said that as long as it was a new project, that it could not be repair work. Clerk asked Myrick if he was satisfied with his budget. Myrick said that he was. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">treatment center, setting up another line item for it. Questions were asked about the raises for the administration employees and what they were being paid now. Mayor Horne asked about the </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">library budget, wanting to know when the city met with the commissioners, if the figure of $12,000 changed how would that effect the budget. Roberts asked McRee that if once we had voted on the budget and run if for the two weeks and had the hearing could the budget be changed, McRee said that it could, and even needed, amendments could be made throughout the year, and advised that the council look at the budget periodically and determine if any changes needed to be made. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">During the presentation of the Police Budget, Chief Amerson said that the salaries could be reduced to $215,500, reducing the Police Department budget by $7,440.00.  Other changes noted were the decrease to the recreation budget by $2,000 and the increase to the Administration budget by $2,000.00. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne requested a break down of the increases in salaries and insurance cost. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne asked if she could get a motion to enter into executive session. Motion to enter into executive session was made by Myrick, seconded by Carswell, no opposition, motion carried. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne brought meeting back to order at 6:34, stating that no motions, or votes were taken while in executive session. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Myrick stated that two of the city employees had lost their homes to fire over the holidays, Shawn Ring and Antion Todd. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne asked council about hosting events to raise funds for the employees. Several ideas were placed on the table, but was noted that the money would have to come from donations, that the city could not sponsor any events. It was discussed to have a plate sale here at city hall, with food being bought through donations, and possibly a dance at the park. </span></p>

<p>Mayor Horne called meeting to order, led in prayer by Council member Eugene Moore.</p>

<p>Present were: Mayor Vicki Horne, Council members, Vickie Mixon, Rico Myrick, John Carswell, Katherine Scott, and Eugene Moore, also present were Clerk Pamela Roberts, City Attorney David McRee, Chief Wayne Amerson and Assistant Clerk Takita Anderson.</p>

<p>Approval of November minutes was postponed due to errors and to be approved at next council meeting.</p>
<p>&nbsp;</p>
<p>Mayor Horne addressed agenda, Denise Brookins with the Middle Georgia Regional Commission was first on agenda, but was not present; Mayor Horne said that we would come back to her if she arrives.</p>
<p>&nbsp;</p>
<p>Roberts stated that she had received two bids for the garbage contract. The first bid was from Discount Disposal. Roberts said that Dixon proposed $6.00 per house, per month for the City of McIntyre, and that services would be provided by one truck in one day. Discount Disposal would provide the city with 95-gallon roadside containers and conduct all maintenance required for the term of the contract. Extra containers would be left at the city shop for new residence. Containers would be put outside the road with the exceptions of handicap and elderly that are unable to service themselves and in addition they will continue to pick up any excess household trash left beside cans. Discount will use Wolfcreek Landfield, and be responsible for all tipping fees.</p>
<p>&nbsp;</p>
<p>Roberts said that the other bid was from Advanced Disposal, which read they would pick up once a week; provide 95-gallon cart garbage service for $5.37 per month. Roberts said that the bid also read that they would provide free garbage service to City Hall at a value of $153.60 annually. Questions were asked about the 5.37 per month, wanting to know if this was per container. Council member Mixon said that there was a representative from Advanced, Patricia Mixon. Mayor Horne asked P. Mixon if the $5.37 was per container, per week. P. Mixon said that she did not put the bid together but the $5.37 was to her understanding per container. Mayor Horne passed bid to David McRee who read the bid as 5.37 per month, and asked if the other bid said per house. Roberts said that the bid read 6.00 per house per month. McRee asked if the city had customers with more than one container. Roberts said that they had several with more than one container, McRee asked how they were billed, Roberts said by container. Scott asked how much did the City pay now. Roberts said that we pay Discount 6.25 per container per pick up now. The question was asked about the cost difference between the bids. Roberts said that there was a .63-cent difference. Myrick made motion that the City keeps Discount Disposal, that the service had been good with them. Mayor Horne said that there was a motion; Carswell asked if that was the one at $6.00, Roberts said that it was. Carwell asked that if the city went with the 5.37 would the service be the same, would the pickup day be the same and were they going to pick up for the elderly and handicapped. Mayor Horne addressed P. Mixon with these questions. P. Mixon said that they do handle the disable backdoor pickup, but was uncertain as to what day the pick up would be. Mayor Horne asked it there was someone she could contact concerning these questions. P. Mixon said there was. Mayor Horne said that they would come back to the topic, once Ms. Mixon had the answers.</p>

<p>Roberts said that she had received two bids for the sidewalk project, one from Martin’s which read, Provide all labor, materials and equipment to form, pour and finish concrete sidewalk and ADA landings per drawings at City Hall, and that payment would be due within 7days upon completion. Bid amount was $9,600.00</p>
<p>&nbsp;</p>
<p>Roberts presented bid from Shinholster construction which read finish concrete at city hall for $3,400.00.</p>
<p>&nbsp;</p>
<p>Carswell said that the $3,400 bid is from when council said they would provide the materials for the job, so this bid was for labor only, and that now they needed the cost of the materials. Mayor Horne asked if Martins included the labor and materials. Roberts said that it did. McRee asked what the bid specifications read. McRee said that we needed to look at the advertisement and see who complied with the requirements.  Conversation ensued among council members of the cost of materials. Mixon asked if we advertised that the city would be providing the materials, Moore said no that we did not. Mixon said that it was an incomplete bid; Moore said that he didn’t think so. Mixon said that if they cannot bid on the specks that were advertised then the city shouldn’t accept the bid.  Carswell asked if Shinholster came in to pick up the information or was he presenting a bid on other information he had received. Mayor Horne looked over the bid and said that it looked incomplete to her. Moore made motion to accept the bid from Martin’s for $9,600.00 to do the concrete work, seconding the motion was Scott, no opposition, motion carried.</p>

<p>Carswell asked Martin when he would start, Martin said that he would like to start on Wednesday, but didn’t want to make any promises, but that it would be within the next 30 days.</p>
<p>&nbsp;</p>
<p>Patricia Mixon said that she had confirmed that the garbage pickup would be on Mondays and the backdoor pickup for the disabled.</p>
<p>&nbsp;</p>
<p>Mayor Horne asked P. Mixon if the contract was for two years. P. Mixon said that she believed it was. Roberts said that the ad read that it was a 2-year contract. Carswell asked if Dixon was the company that we currently use, Roberts said that it was. Carswell said that personally he had no issue with Discount, that he had seen them pick up trash on the side of the road and ditches, where the wind or dogs had strewed it. Carswell said that he liked the service from Discount, and wanted to know if the .63-cent savings would be worth loosing that service. Carswell seconded Myrick’s earlier motion to keep Discount Disposal, voting for the motion was Carswell, Myrick, Scott, Moore voted against the motion, abstaining from vote was Vickie Mixon, motion carried.</p>

<p>Roberts presented bids for the piping at the new water building. Roberts presented a bid from Reynolds piping that read, they would furnish the labor, tools, equipment, materials, and supervision to install the piping for the development of the new well house for the City of McIntyre. The bid included stainless steel piping to be SCH40316L, and all other piping as noted on the drawing, the bid excluded electrical, chemical equipment, and meters, bid was for $24,575.00. Roberts read the other bid from Washington County Machine Shop which read that they would install piping to new chemical feed building as shown on drawing, excavate and make new tie ins to Stainless Steel lines to building, install new water line from building to existing 4”</p>

<p>main, and that they would furnish labor and equipment, for the sum of $29,674.83. Mixon made motion to accept Reynolds’s Piping Services bid for $24,575.00, Mayor Horne asked where was Reynolds Piping, Roberts stated that they had a McIntyre address. Mixon and Moore both said that they were located on Highway 57. Myrick asked if Reynolds was going to do the hookup. Moore said that he assumed they would, that they went by the drawings. Seconding the motion was Moore, no opposition, motion carried.</p>

<p>Mayor Horne welcomed Denise Brookins. Ms. Brookins said that she appreciated the opportunity to speak. Brookins said that about a month ago the RC had received a request to assist the city with the National Flood Insurance application. Brookins explained that once the city become a member, it would allow the community residents, if they chose to do so, get flood insurance. Brookins explained the procedure in which to become a member, the city would first have to complete the application, which they would assist with, then the city would have to adopt a resolution of intent to participate, then the city would have to adopt the flood insurance ordinance. Brookins explained that it was a completely voluntary program. Mayor Horne asked if there was a fee associated with the program, and what paperwork was involved. Brookins said that there were no fees, and all the city would have to do is complete the application, adopt the resolution and ordinance. Horne commented that she was glad the clerk was working on this, and with weather so unpredictable, she felt this was something the city needed to be involved with and thanked Brookins for coming. Moore asked if they knew how many residence and business were located in the flood plain. Brookins said that they had one of their GIS people working on that, but based on the information that they did have with FEMA, it looked to be a rather large area. Brookins distributed maps of possible flood areas. McRee suggested tabling the discussion until everyone had read the ordinance, because of some of the stipulations within the ordinance. Moore made motion to table discussion of the flood plan, seconding was Myrick, no opposition, motion carried.</p>

<p>Horne said that she wanted to piggyback on what Myrick had said, that the Irwinton water department had a crisis and that our guys stepped up, and went over there and pretty much took charge of the situation, which really helped them, and that our fire department help out too, and that she wanted to thank them all.</p>

<p>Horne notified council that the Myrick family had a death in the family, to keep them in their prayers.</p>

<p>Roberts reminded council of the Christmas Dinner on Friday, beginning at 6pm.</p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Present were: Mayor Vicki Horne, Council members, Vickie Mixon, Rico Myrick, John Carswell, Katherine Scott and Eugene Moore, also present were, City Attorney David McRee, Chief Wayne Amerson, Clerk Pamela Roberts, and Assistant Clerk, Takita Anderson. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Motion to approve the November 19, 2012 minutes was made by Myrick, seconded by Scott, no opposition, motion carried. Mayor Horne said that she had not had an opportunity to read the December 17<sup>th</sup> 2012 minutes, and would like to present them at the next council meetings. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Clerk presented council with the signature card for the Reserve wastewater account and asked each member of council to sign, explaining that this was the account that Ms. Kathy Ross had advised the city would need to get for the wastewater. Roberts explained that she had taken $25,000 from the timber sales from the location of the wastewater treatment center and deposited it into the reserve account. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne addressed Jon Hipp who was with Advanced Disposal. Mayor Horne said that Mr. Kipp had called her and wanted to speak about the bid that was given to the city for garbage collection. Mr. Kipp presented council with information about his company. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Kipp said that he had spoken with Mayor Horne, and that she had asked him who he was, and invited him to speak. Mr. Kipp said that he wanted to talk a little about the company and said that they were a local operation, with Wilkinson County ties and that they serviced the convenience centers with the front end service and that they had several commercial accounts in Wilkinson County and that they also service the cities of Irwinton and Toomsboro for residential service. Mr. Kipp said that they had several employees that lived in Wilkinson County. Mr. Kipp explained that they serviced several areas around Wilkinson County, Putnam, Sandersville and Milledgeville, that they had several trucks, and spare trucks and guaranteed service. Kipp said that they were proud of their safety record and training and explained that each new driver went through a three-week training before they are allowed to drive and held monthly safety classes. Kipp explained that they were involved with several charities and donated services for events, and gave free give a ways and sponsored several events. Mr. Kipp said that he understood that the bids were opened that night and reviewed by council. Kipp explained that on their bid of $5.37, that the city was looking at a $182.70 per month savings, which would be roughly $2,200.00 for the year and for the life of the contract the city was looking at about $4384.00, and that they were offering free service for all city owned locations, such as city hall the police department and public works, which would be an additional savings on top of that. Kipp asked if anyone had any questions.  Mayor Horne asked about the savings, Kipp again explained the amounts of savings, and what ones would receive free services. Horne questioned whether they would pick up for the elderly or handicapped, and the extra trash around garbage containers and that, which was strewed, from either animals or winds. Horne explained that she did not understand the legalities of this and asked McRee for advisement. McRee said that the city voted to accept a particular bid at the last meeting and that has been done, and that the bid has been accepted and the contract had been drawn, but that you now had information for Advanced Disposal, but that the bid had already been accepted from Dixon Disposal. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne advised council that there was a letter form the County Commissioners concerning a work session that will be held January 22<sup>nd</sup>, 2013 at 4:30pm for Library funding. Mixon said that her concern was that if the letter had been sent to the cities of Toomsboro and Irwinton. It was decided that Vickie Mixon, Eugene Moore and Roberts would attend the meeting with the commissioners on January 22<sup>nd</sup>, 2013 beginning at 4:30pm; Mayor Horne said that she might make it. Mayor Horne noted that no one needed to go to the meeting and commit to anything, without bringing it to council. Myrick asked why go, since we had already decided what we were going to give. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne addressed Denise Brookins who reminded council that the RC had received a request for assistance with the National Flood Plan. Brookins presented council with maps of possible flood areas in McIntyre and information from FEMA.  Brookins explained the steps that would have to be taken in order to be included into the program. The city would need to adopt the Resolution of Intent and adopt the ordinance and how the ordinance wanted communities involved and what the requirements were regarding permits and those who could participate. Brookins spoke of an individual from the city that would be responsible for inspections and making sure requirements were met. Mayor Horne, regarding the map, asked Brookins if they could blow up the area located in the flood zone, Brookins said that they could. Clerk asked if it could be specific in the areas, Brookins said they there were working with the county now, getting codes and information. Mayor Horne asked once they did could they send us the information for the City of McIntyre, Brookins said that she would. Mayor Horne thanked Ms. Brookins for the information and asked if council could take time to read over the material and get back with her.</span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne said that Dixon wasn’t here, so the signing would be later. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne said that the work out front looked good but questioned about railings. Moore said that they were working on it. It was decided that the railing needed to be on the outside of the walk. Mayor Horne voiced her concern about public safety and that she believed that rails needed to be in place on both sides for safety issues, but wanted council to look and decide. Martin said that he would get pricing for railing on both sides of the walkway. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne addressed the 2013 proposed budget.  Roberts asked council first to look at the amendments that needed to be made to the 2012 budget. Roberts said that she had went through and moved money from one line item to another to balance out the budget. Roberts explained that she had to move some monies from one department to another to cover a short fall in the recreation budget. Roberts explained to council that within the recreational budget there had been some monies moved from the street departments beautification line item to cover some areas that were over in the recreational department that were not covered when monies were moved within the recreational budget. Clerk explained that she moved $22.10 from streets beautification to the telephone line in the recreation budget and $181.11 from the streets beautification to the events line in the recreation budget. Roberts explained that the only department that actually went over budget was the recreation department by $203.21. McRee said that the amendments were within the balance of the law, where you have to maintain a balanced budget and when you go over in </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">certain areas you have to do modifications to the budget throughout the year. McRee said that it was a good thing to go through and analyze all the areas where you had short falls and make the adjustments so that you would have a balanced budget. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Motion to approve the amendments to the 2012 budget was made by Mixon, seconded by Scott, no opposition motion carried. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Roberts presented council with copies of the proposed 2013 budget, explaining that they should have an overall page on the front that shows the revenues verses the expenditures. Roberts went over each line with council explaining some amounts within each department. Mayor Horne asked if the full time positions were included and had the increases of salaries been pulled out to see what each increase would be. Roberts said that she had not done that, but had included the increases in the budget, but would pull the information and get it to her. Mayor asked about the insurance. Roberts explained that everything in the budget had been increased to cover the full time. Mayor Horne asked if the salary increases were included in the 2013 budget. Roberts said that the 2012 expenditures and revenues were as of December 31, 2012. Roberts notified council that the salary increase within the street department included the .75-cent increase for the part-time employees. Mayor Horne asked how much that would bring the salaries for, Roberts explained that the expenditures for the street department did include the salary increases. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne asked clerk to read lines for each department. Clerk began with the Water department advising them that the $15,179.59 that the see under timber sales was the actual amount left after opening the reserve account with $25,0000.00, and that is why it was recorded that way. Horne asked how much was received from the timber sales, Roberts said that she believed it was a little over $79,000.00, Horne asked if all of it went into the water department, Roberts explained all but the $25,000.00 used to open the reserve account. Roberts went over line items, giving reasons for increases. Questions arose for the $30,000.00 in capital; Clerk explained it was for the finishing of the new water building. Moore said that it would not be enough, Horne said that she thought they were going to use SPLOST funds, Moore said that the electrical was going to be around $35,000 and the piping would be around $25,000. Roberts said that she knew they were going to use SPLOST for the electrical, but that she didn’t know about using SPLOST for the piping, and that she and Myrick had discussed what would be needed to finish the piping. Mayor Horne asked how much was in the SPLOST account; Roberts said that she believed it was around $106,000. Mayor Horne asked how much was in the electrical and piping, Roberts said that you had around $24,000 for the piping and $35,000 for the electrical. Mayor Horne said that was going to take about half of the SPLOST funds, Roberts said that is why the piping was put into the budget. Mayor Horne asked how much was in the LGIP fund. Clerk stated that she believed it to be around $817,000.00. Mayor Horne said that it could be left like it was. Myrick asked if SPLOST could be used for the electrical work. McRee said that as long as it was a new project, that it could not be repair work. Clerk asked Myrick if he was satisfied with his budget. Myrick said that he was. </span></p>

Changes made to the proposed budget were removing $2,000 from the event line item within the recreation department to the Administration department for ground breaking of the wastewater </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">treatment center, setting up another line item for it. Questions were asked about the raises for the administration employees and what they were being paid now. Mayor Horne asked about the </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">library budget, wanting to know when the city met with the commissioners, if the figure of $12,000 changed how would that effect the budget. Roberts asked McRee that if once we had voted on the budget and run if for the two weeks and had the hearing could the budget be changed, McRee said that it could, and even needed, amendments could be made throughout the year, and advised that the council look at the budget periodically and determine if any changes needed to be made. </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;"> </span></p>
<p><span style="font-family: Times New Roman; font-size: x-small;">During the presentation of the Police Budget, Chief Amerson said that the salaries could be reduced to $215,500, reducing the Police Department budget by $7,440.00.  Other changes noted were the decrease to the recreation budget by $2,000 and the increase to the Administration budget by $2,000.00. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne requested a break down of the increases in salaries and insurance cost. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne asked if she could get a motion to enter into executive session. Motion to enter into executive session was made by Myrick, seconded by Carswell, no opposition, motion carried. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne brought meeting back to order at 6:34, stating that no motions, or votes were taken while in executive session. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Myrick stated that two of the city employees had lost their homes to fire over the holidays, Shawn Ring and Antion Todd. </span></p>

<p><span style="font-family: Times New Roman; font-size: x-small;">Mayor Horne asked council about hosting events to raise funds for the employees. Several ideas were placed on the table, but was noted that the money would have to come from donations, that the city could not sponsor any events. It was discussed to have a plate sale here at city hall, with food being bought through donations, and possibly a dance at the park. </span></p>

<p><span style="text-decoration: underline;">New Business</span></p>

<p>&nbsp;</p>
<p><span style="text-decoration: underline;">Bids for garbage contracts.</span></p>
<p>Roberts stated that there are two bids, Advance and Discount Disposal for Garbage contract.</p>
<p>&nbsp;</p>
<p>Discount Disposal submitted a bid $6.00 per house, per month, garbage pickup for the City of McIntyre, service provided by one truck, one day, 95 gallon roadside containers, all maintenance for the term of the contract.  Dixon will leave extra containers at the City shop for new residents all cans must be put outside the road with the exception of handicap and elderly people that are unable to service themselves.  In addition, They will continue to pick up any excess household trash left beside cans.  All garbage at City of McIntyre will be disposed of at Wolf Creek Landfield, Discount Disposal will also be responsible for tipping fee.  Included in bid was certificate of liability insurance and Auto insurance coverage .</p>
<p>&nbsp;</p>
<p>Advance made a bid in the amount of $5.37 per month, once a week, 95 gallon cart, and free pickup to city hall, a $153.60 value, insurance coverage included in packet, cover letter, company overview.</p>
<p>Mixon stated that there was a representative there for Advance if they wanted to talk to her.  Mayor Horne asked who the representative was.  Mixon said Patricia Mixon.  Patricia Mixon stated that she didn’t put the bid together, but $5.37 per cart is her understanding.  Roberts stated that it reads once a week, 95 gallon cart, garbage service is $5.37 per month.  Mayor Horne stated to pass it to David, let him look at it.  McRee asked if the other one was $6.00 per pickup, clerk stated that it was $6.00 per house per month.  McRee stated, was the other at $6.00 per house, per month, and this one is $5.37.  McRee reread what the proposal stated of pickup once a week, 95 gallon cart, per month.  Mayor Horne asked, does it say per household?  McRee said it’s per cart, once a week, 95 gallons cart per garbage service, $5.37 per month, he asked if anyone has more than one cart.  Roberts stated that there are some houses that have more than one cart.  McRee asked if that is per cart or per residence, Patricia Mixon responded, per cart from her understanding.  Discussion continued concerning Advance Disposal’s bid proposal and the free pickup for City Hall and the value for the charge annually.  Moore asked if the other one says per household.   Roberts stated yes.  McRee asked how many have multi carts and how do we handle that.  Roberts stated that we bill them per cart.  McRee asked if under the old contract, if someone has more than one cart, do we bill them extra, Roberts stated yes.  Myrick stated that Discount Disposal has done a great job Scott asked if that is who we have now.  Mayor Horne</p>

<p>asked Ms. Mixon if they pick up for people who are disabled.  Scott asked how much they charge us now, Roberts responded $6.25.  Myrick asked if Discount Disposal’s new bid is $6.00, Horne asked how many people do we have, Roberts responded around about 379 people currently using the service. Roberts state that we have one for $6.00 from Dixon and Advanced at $5.37, looking at a difference of .63.  Horne stated that they need to know what council is going to do.</p>

<p>MOTION made by Myrick that they keep Discount Disposal, the service has been good.</p>
<p>&nbsp;</p>
<p>Horne stated that there is a motion to keep Discount Disposal.  Carswell asked if that was the one at $6.00?, Carswell asked if with the one at $5.37, are we still getting the same service with the same pickup day, Horne stated that Ms. Mixon is saying, is it going to be the same pickup day, asked if they are going to pick up the people that are handicapped?  Patricia Mixon stated that they do handle the disabled backdoor pickup, but as far as what day she would have to get clarification on that.  Roberts stated that it was advertised for Monday.  Horne repeated statement made by Roberts that it was advertised for Monday.  Patricia Mixon said ok, that she didn’t prepare the bid but she’s assuming that they had called and gotten all the details, she can verify that.  Horne asked if she can call and ask someone, so they will come back to this.</p>

<p><span style="text-decoration: underline;">Bids for the sidewalk</span></p>
<p>Roberts stated that we received two bids also, stated that one is from James Shinholster.  Mixon asked what this bid was for.  Roberts stated that it is for the sidewalk work that must be done for the USDA. Roberts presented Shinholster’s bid that read finishing concrete at City Hall, $3400.00   Roberts stated that the next bid was from Martins’ General Contractors.  Roberts stated that Martins’ would provide all labor, materials, and equipment to pour, form; finish concrete sidewalk and ADA landing per at City Hall.  Total cost bids is $9600.00, total payments is due within seven days after completion of jobs.  Roberts stated, Shinholster’s only said finishing concrete at City Hall, $3400.00.  Carswell stated that the $3400.00 bid is when we said we would supply the materials for the job, so that is pretty much just for the labor and now we need a cost of what the material are going to be  Horne asked if Martins’ included the labor, material, and everything.  Roberts stated that Martin’s include form, pour, and finish concrete, sidewalk, and ADA landing.  McRee asked what did the bid specification say, Roberts stated that she doesn’t remember, McRee asked what did we ask for, Horne asked if we had the ad, Roberts stated the she gave them the blueprints of what was drawn up by Spence and it’s to do everything, McRee asked if we asked for labor, materials and everything or how did we word it, Roberts stated that she did not know how we worded in the paper, it’s been so long ago, and this wasn’t something we just recently run it was something wrote a month or so ago. Horne asked if we have a copy of it.  McRee said that we probably needed to check it to see who has complied with the bid and who hasn’t.  Moore stated that the price of concrete is about $101.00 a yard.  Carswell asked if we had any confirmation about how much concrete we are going to have to have on there, Moore stated yes, that he hasn’t actually measured it but looking at the area, he’d say close to 25 to 30 yards.  McRee stated that they should have been able to determine that from Spence’s drawings.  Carswell stated that 30 yards would be right at 3,000; Moore stated that there is a $6.00 fuel surcharge on each truck, probably 3 truck loads, Moore said that was the price when he called to get the price from Fowler’s Flemister.  Carswell stated, with the concrete and getting it here, we’re looking at $3048.00 just to get the concrete and get it here and then $3400.00 in the labor which will give you $6400.00.  Moore stated that there’s also forming material and we really don’t know what the forming materials would be and he did price 2x4s.  Carswell stated, so right now, we got on the table $6400.00 plus an unknown expense of what we have to spend to get all the stuff to form it up and do it.  Myrick stated the 2&#215;4 won’t cost $3000.00, Carswell</p>

<p>stated that they definitely won’t cost that much.  Myrick and Carswell restated that the 2x4s won’t cost that much.  Moore stated, he would say a couple of hundreds for the forming.  Mixon asked if we put it out that we were going to furnish the materials, Moore stated no, Mixon stated that, then it’s an incomplete bid, Moore stated he doesn’t think so, Mixon stated that if they can’t bid on the specks that they are given that we shouldn’t accept the bid.  Carswell stated that the bids that are coming back are from the stuff that we did that were incomplete it has nothing to do with the contractor; it’s the stuff that we set here and sent back that needed to be clarified.  Moore stated that they got a drawing that Spence made.  Carswell stated that with James Shinholster’s coming back, there was another reason for it coming back, there was another reason it came back through James Shinholster verses it coming back through the original person that put the bid in, so did James come down and pick up the information is the other question at hand or did he just submit a bid on what the other person had already presented.  Moore stated that he didn’t know Horne stated I know we can’t keep going back and forth with it, we go to get somebody because we are going to have to have this up and running because of USDA and we gone do something tonight, we need to, we try to pave the way so everybody can have a fair opportunity with bidding on the stuff.  Moore state that Rumph didn’t have insurance and he said James Shinholster agreed for him to use his insurance.  Scott asked if we have something from James, Moore said yes.  Moore stated that the bid had to come from James Shinholster, Shinholster Construction and not from Rumph.  Horne asked to see the contract and said it looks incomplete to her.  Carswell stated, a timeframe needed to be set and that there needs to be a decision made.</p>

<p>MOTION made by Moore to accept the bid of Martin’s general contractor for $9600.00 to do the concrete work, seconded by Scott, no opposition, motion carried.</p>

<p>Carswell questioned Martin on when he could start. Chris Martin stated that he would like to start on Wednesday but didn’t want to make any promises, said it would be in the next 30 days, Carswell stated that he understands and that he just wants to see it get started. Patricia Mixon stated that she did confirm about the trash pickup on Monday and the backdoor or disabled.</p>
<p>Mayor  Horne returned to the discussion of the Garbage Contract.  Horne asked for verification from Patricia Mixon that their bid is for two years.  Patricia Mixon stated that she believed so.  Roberts stated that the bid in the paper was a two year contract; Horne said that neither bid specified two years, but that it was advertised that way.  Carswell asked if Dixon was the company that we currently use, Horne and Roberts said yes.  Carswell stated that personally, he has no issue, he’s seen them pick up trash off the edge and ditches, throughout McIntyre.  Carswell said that he like the service, and based on that, taking the chance of losing that service for .63.  didn’t  seem feasible to him.  Carswell seconded Myrick’s earlier motion to keep Discount Disposal.  Voting for the motion were Carswell, Myrick, Scott and Moore, Mixon abstained from motion, motion carried.</p>
<p>Roberts presented bids for piping at the new water building.  Roberts stated that she has one from Reynold’s Piping services.  Reynolds will furnish labor, tools, equipment, materials, and supervision to install piping for the development of the new well-house for the City of McIntyre, Bid included stainless steel piping to be SCH4316L, all other piping as noted on the drawing, excluded is electrical, chemical equipment, and meters, total price $24,575.00.  Roberts stated that the other one is from Washington County Machine shop.  Submission of specifications and estimates for installing piping to new chemical feed building as shown on drawing excavation and make new tie-ins to stainless steel lines into building, install new water lines from building to existing four inch main, we propose hereby to furnish labor and equipment complete in accordance with above specifications for the sum of $29,674.83.</p>

<p>MOTION made by Mixon to accept Reynolds’s Piping Services bid, Horne asked, where was Reynolds Piping.  Roberts stated they had a McIntyre address, Mixon and Moore both stated that they are up on Highway 57, Myrick asked if Reynolds was going to hookup.  Moore stated that he assumed they went by the drawing.  Horne stated that there was a motion on the table to accept the bid with Reynolds Piping Service for $24,575.00, seconded by Moore. Horne asked if Scott needed more time, Scott responded no, no opposition, motion carried.</p>

<p>Horne welcomed  Ms. Brookins and opened the floor to her.  Ms. Brookins stated that she appreciates the opportunity to speak with us. Brookins said that about a month ago, they received a request to assist the City of McIntyre with the National Flood insurance application, which allows the community residents if they choose to do so, get flood insurance.  Brookins said to complete the application you have to do an application which they fill out., and with the package you have to adopt a resolution of intent to participate and a flood insurance ordinance which is basically standard language all across the board, Brookins presented copies of the resolution and the ordinance. Brookins said that it’s a completely voluntary program, you can participate if you choose to do so. If the city choose to participate, then residents would be able eligible to choose flood insurance if they wanted to, Horne asked if there was no fee that the city has to pay or do the paperwork.  Denise Brookins stated just complete the resolution of intent and the flood insurance ordinance but there is no fee, Horne stated that she is glad, she got Roberts working on this because of how the weather is, that it is so unpredictable and she just thought that it was something that we actually need to get involved with and she appreciates Ms. Brookins coming.  Moore asked Brookins if she knew how many residences and business are actually in the flood plain in McIntyre.  Brookins stated that they had one of their GIS people, based on the information that they have with FEMA, do a quick run through which showed a pretty large percentage of the city, and that they are actually working with the state now to figure out how many parcels.  Brookins distributed maps of possible flood areas.  McRee suggested tabling the discussion until everyone had read the ordinance, because of some of the stipulations within the ordinances.  Moore made motion to table the discussion of the flood plan, seconding was Myrick, no opposition, motion carried.</p>

<p>Myrick stated that he also would like to thank Dixon for the years of service, it’s been great.  Mr. Dixon stated that he appreciates the opportunity to do it.</p>

<p>Roberts stated that she just wanted to say thank you for all the support during the illness and death of her mother.</p>

<p>Horne stated that she wanted to just piggyback off of what Myrick said, that the Irwinton water department had a crisis and our guys stepped up to the plate and they actually went over and pretty much took charge of the situation and really helped them out and the fire department, they also helped us out, and she wants to thank them all.  Horne notified council of the death in the Myrick family. </p>
<p>Dixon stated that they were thankful for the city choosing them and would continue to offer the same service as they have in the past.</p>

<p>Roberts stated that she wanted to remind everybody about the Christmas dinner, on Friday December 21<sup>st</sup> @ 6:00 p.m.</p>

<p>Meeting was called to order by Mayor Horne.</p>

<p>Present: Council Members; Vicki Mixon, John Carswell, Katherine Scott, Eugene Moore, Rico Myrick.</p>

<p>&nbsp;</p>
<p>Motion was made to approve minutes from November 5, 2012 meeting, sited corrections were noted by Moore.</p>
<p>&nbsp;</p>
<p>MOTION, was made by Mixon to approve minutes of meeting from November 5, 2012 with correction being made on page 2, paragraph 5 from Moore Horne to Mayor Horne and to approve the rest, seconded by Moore, no opposition, motion carried.</p>

<p><span style="text-decoration: underline;">New Business</span></p>
<p>Garbage contract to end in December.</p>
<p>Mayor Horne stated that the last two years we had a two year contract.  She then asked how do we want to advertise this time.  Mixon stated to do it the same way it’s been being done.</p>

<p>MOTION was made by Moore to advertise the two year contract for garbage in the Wilkinson County Post, seconded by Mixon, no opposition, motion carried.</p>
<p>&nbsp;</p>
<p>Moore stated that Mayor Horne asked him to meet with Mr. Rumph concerning the concrete and make sure that they knew what he is bidding on and what he was going to do.  Moore stated Rumph wanted the city to supply a dumpster for the old concrete.  Mixon asked if they wanted us to supply all items needed.  Moore stated that Rumph would supply the forming materials.  Moore stated that Rumph wanted them to supply concrete when needed.  Mixon asked if all we are paying for is the labor.  Moore responded, labor and materials for forming.  Mixon asked how much is it, Moore responded, $4500.00.  Moore asked if we have someplace to dump the concrete.  Carswell responded he needs it at the park to fill in a hole that is there.  Moore stated that Rumph does not have liability insurance himself but he  would be working under James Shinholster’s insurance.  Moore stated that he informed Mr. Rumph that the invoice would have to come from Shinholster construction.  Mixon asked McRee if we could do that.  McRee said that it sounded shady to him.  Mixon stated that we have been through this before.  McRee stated that he would not recommend allowing them to do the work if he doesn’t have insurance.  Moore stated that it would have to be done by Shinholster’s construction instead of Rumph Masonry, Mayor Horne asked if we had anyone else.  Moore stated that he had checked with Snowco and they said they would get the info and bid on it.  Moore said that he had contacted Mills and MIC, and believed that they had both picked up the drawings, but haven’t received any thing back.  Mayor Horne asked Moore if he knew of anybody.  Moore said there was another guy in Gordon, but not sure if he was still there.  Mayor asked if anyone knew of someone else.  Moore said that he talked with John Williams about who poured the concrete for their church and he gave him a name out of Dublin but he didn’t contact him.  Mixon asked if we advertise that they have to have insurance.  Pam stated that it wasn’t in the advertisement, Mixon asked why and stated that it needs to be in everything that we advertise for</p>

<p>bids, that they have got to have their own insurance.  Moore stated that he can call Snowco and remind them, Mills, and others that he could think of.</p>

<p>Mayor Horne asked if James Shinholster could hire Mr. Rumph to do the job and it be his responsibility. McRee said that if contracted with us, that would be fine.  Mayor Horne asked Moore to continue looking.  Moore said that he would, and asked Shinholster if he would bid on the job.  Carswell suggested Moore contact Dublin Concrete.  Carswell commented that Snowco stayed too busy for our minor stuff the city needed them for, because he had been calling them forever for stuff at the park.  Carswell said that people argue that the city doesn’t call them when they have things to do but it seems that when you do call them, they don’t show up.  Moore said that he understood, that when they called to patch up the spot on Vinson Road, they called Snowco to pick up 12 tons of asphalt and at 12:00 pm. they called back and was told that they had forgotten. </p>
<p>&nbsp;</p>
<p>Moore said that the city had to submit a road priority list to DOT for LMIG when we apply for the grant.  Moore stated that the list would consist of the areas from little section from main Street to Railroad to First Street on to 441 would be first on list (1<sup>st</sup>), Fourth Street to Railroad Street (2<sup>nd</sup>), Vinson Road (3<sup>rd</sup>), and Macon Road (4<sup>th</sup>).  Moore stated that he was told that Railroad would cost approximately $25,000 to $30,000 for the quarter of a mile that it had to have some patch work.  Moore stated that there was one more real bad section on Railroad Street, which is out towards Valerie Walker’s and can probably be fixed using the budget fund because it’s getting pretty bad.  Moore also stated that the grant money can be placed in an escrow for three years and does not have to be spent in 2013, the city could hold off until sewage project was funded. </p>

<p>Carswell stated that he saw in the minutes where Rico mentioned that there are some guys who could do community service to do some work at the park.  Carswell asked Wayne if he had a list of the people that could do the community service.  Wayne stated that Zim would be the one that keeps the information concerning community service.  Carswell stated that they need to come up with a plan to see where they need to start at, said that they started working last weekend.  Another cleaning date would be discussed.  Discussion was made to have chainsaw serviced and repaired and to get tools.</p>
<p>&nbsp;</p>
<p>Myrick had nothing to discuss.  Myrick mentioned that he saw where there was a proposal from ISM for piping at the new well for $35,900.  Carswell asked if the proposal was just for the piping.  Moore stated that he and Mark met with them and gave a rundown of the items to be done, and pipe to be used.  Mayor Horne asked when the work would be started on the wiring for the pump house, Myrick stated that it was supposed to be run in the paper, Roberts stated that it was bid out to Helton, Myrick asked if Pam called them, Roberts stated she did not call because she thought they were calling.  Moore stated that he would call.  Mayor Horne asked if there was anyone else or if there was only one bid.  Moore stated that he and Myrick called Piping Services and has not heard anything from them, Roberts is to call Greene’s and Moore to call Helton.  Moore said that he would call Piping services again.</p>

<p>Carswell had one other thing to discus concerning the red dirt for the park.  Carswell asked if they should hold off or how soon could they start.  Mayor Horne stated to wait until after the holidays,</p>

<p>Moore stated that they needed a load or two on Riley Circle.  Carswell said that the county has given them the dirt, but didn’t think the city’s dump truck could haul it.  Mixon asked why we had the dump truck if we couldn’t use it.  Carswell said it would be too many loads but that he could get it somewhere at the park.  Myrick asked where could we get the dirt.  Carswell said at old football field.  Myrick said that you would still need the red dirt.  Mayor Horne asked about county having a dump truck.</p>

<p>Mayor Horne asked Scott to inform council concerning the meeting held at the library.  Scott stated that the library still plans to receive $17,000 from the city and that they said it was contracted for us to give them the money.  Scott stated that she received a fax from them but she didn’t know what it was.  McRee read over the form and gave a summary concerning the contents of the fax.  Mixon said if that was from 1985, things had changed.  McRee said the form read that the county had put in so much in to build and that McIntyre and Irwinton would support, but that it didn’t say how much.  McRee said that the city had a service delivery stategy that covers what services the city will assist with and indicated that McIntyre and Irwinton and other cities would be responsible for financial support of the library and that he didn’t think any where it says how much you have to support every year, that it was up to the city on how much.  Scott said that she told them that the city would get with their lawyer, and see, and if the library thought that we still needed to pay, then maybe we should meet with their lawyer.  Mixon said if it says Irwinton, then she thought Irwinton was way behind on their payments.  Scott said that they look to get $3,000 from Irwinton and recreation department was going to give $2,000, Mixon said that they should set it on what the city decided to give them, which was $12,000.</p>

<p>Scott said that she was getting complaints about the insurance and wanted to know if we could hold off a while on the employer’s insurance.  Myrick asked when was it suppose to start.  Carswell said that the minutes read 2013.  Mixon asked for them not to pay anything.  Mixon said why don’t we continue to pay everything?  Carswell said that is what he was thinking, since Mixon said it that way, Carswell said to look at the wages we were paying, the people, compared to taking 10% for insurance off the top, that we weren’t giving them time to adjust their budget.  Carswell said that $72.00 didn’t sound like a lot but it is, when you aren’t making that much money.  Carswell said that he understands that everybody has to pay, for insurance, and wants to see that happen, but at the same time, if you give them 2013, then by 2014 they could be prepared.  Mixon said that they weren’t having to pay for all their insurance, Carswell said that it may not sound like much but to some it’s a lot. </p>

<p>Moore said that he checked around with surrounding cities and said that Irwinton and Toomsboro does nothing, Gordon pays 100% for employee and Dependent coverage is paid by the employee, and that Ivey does the same thing as Gordon.  County has two policies, one is POS, which the employee pays $157.92 per month, and the PPO $186.93 per month.  Moore said that we can be competitive with Irwinton and Toomsboro and do nothing, or with Gordon and Ivey and pay the 100%, Scott said that we could do our own thing.  Carswell said that we needed to look at the wages too, that Gordon pays their officers more than McIntyre, and now you are talking about taking 10%.  Mixon asked what part of the insurance he was talking about, the employee or the dependent.  Carswell said that he was talking about the 10% for employees, that there was already a % for dependents.</p>
<p>&nbsp;</p>
<p>Carswell said that the employees were already paying 50% dependent coverage.  Roberts said that begins in 2013.  Carswell said that he understood paying dependent care, but what he was talking about</p>

<p>is the 10% the employees were going to have to pay, and that we need to consider that in 2013 the city starts this, and then in 2014 the insurance cost may go up and exceed that $72, and then in 2014 we are looking at taking 20%, and insurance rates may go up, so you would be looking at taking more, and that</p>
<p>the city is always reluctant to increase the salaries, so how is the city going to be able to keep people, if we don’t have pay to compete with what we are taking from them.  Carswell reinterated that we should wait.  Horne asked how much would it be in 2013.  Roberts said that it would be 10% for employees and 50% dependent.  Scott said that we should wait until 2014.  Scott made motion  that we don’t start taking 10% in 2013.  Mayor Horne asked if we were leaving the family as is, or what.  Scott asked what the family coverage was now, Roberts said 50%.  Mixon said that she thought it was already settled for dependent coverage, Horne said that she didn’t know, Scott asked again about the % paid for dependent coverage, Roberts said 50% Scott said if that’s what’s being paid now, then leave it like it was, Roberts said that she wasn’t paying 50% now, but 25%, the 50% would begin in 2013.  Conversation ensued about the cost of current insurance, and what employers are paying.  Moore seconded the motion to stop, Horne said stop what; Scott made motion to hold off on employees paying 10% until 2014, seconding the motion was Moore, voting for the motion were, Mixon, Scott, Myrick, Moore, Horne asked Carswell was he voting.  Scott asked did Carswell want the employees to still pay just the 25%, Horne said that we are just talking about the employee part.  Scott asked Carswell what he was thinking?  Carswell said that he didn’t know what he was thinking. </p>

<p>Scott said that since we didn’t have but two employees with dependent coverage couldn’t we just leave it at 25%, Horne said that it was up to council, Carswell said, that budget wise, would it hurt us to leave it like it was.  Roberts said that our insurance cost was not giving up for 2013, that in fact we had a decrease in rates for 2013.</p>

<p>Chief Amerson asked if he could say something.  Amerson said that it wouldn’t effect him either way, but that he had guys on his force that couldn’t afford this, and that council was being very optimistic that things would be better next year, but that with this economy, it would be awhile before any one could afford any kind of money like that, so tabeling it until next year, all that council is doing is delaying the inevitable.  Horne said that they were trying to do what is best for the employees.  Amerson said that he knew that.  Amerson said that he agreed with saving money but it seems that everytime we trim the budget, that everything that gets trimmed always effects the full-time employees.  Mayor Horne said that was not true, Amerson said that it was, that employees, went years without raises, years with 2% raise, and then we started paying insurance, that if you went back and looked everything happened effected the employees.  Myrick asked Amerson if them paying the 100%, insurance they were paying wasn’t good.  Amerson asked what 100%, Myrick said that since Amerson didn’t have insurance it didn’t effect him, Amerson said that wasn’t what he said, he said that him paying part, wouldn’t effect him, that he could afford it.  Scott asked if we wanted to leave it like it was.  Moore asked Scott if she wanted to rescind her vote.  Carswell asked originally how did the insurance go.  What percentage was being paid.  Roberts said two years ago the city was paying everything.  Roberts explained that several employees who had spouses, went on their spouse dependent insurance, because it was cheaper.  Bernard went completely to his wife’s and we reimburse Lolita because it was cheaper than the $727.00, and that is why you only have two employees with dependent care, Roberts and Shawn.  Shawn has it on his wife and son, because Jessie has many health issues and his son was born with a hole in his heart, so he is having to keep insurance on them.  Carswell said that his question is if we continue to pay 100% on employees will it break the city of McIntyre, and to do the 75% for dependent, going to break the city.  Carswell said that he is not saying Wayne is a 100% right, but he felt that if you wanted to get the best out of your employees, then you have to make them feel like you’re at bat for</p>

<p>them.  Mayor Horne said that she appreciated everything the employees do, and that she believed everyone around the table appreciated what they do, and that no one tries to do anything harmful to the employees. </p>

<p>Mayor Horne said that she was the one that brought it to the table about coverage for Bernard’s wife, and made sure they kept some kind of coverage.</p>
<p>&nbsp;</p>
<p>Scott made a motion to rescind her earlier motion, and made motion to leave it like it was.  Moore seconded the motion, Carswell said that we are going back to the ¼ and the city will pay ¾, Mixon asked clerk to read the motion, clerk read motion as Scott rescinded her earlier motion, and made motion to leave it like it is, Mixon said, so her’s is for the employee only, Roberts said no that her’s is to leave it like it is now, 100% and 25%, no opposition, motion carried.</p>

<p>Conversation ensued between Horne and Amerson concerning statements made during discussion of insurance.</p>

<p>Mayor Horne asked about Christmas bonus.  Roberts said that it was at $300 last year. </p>

<p><span style="text-decoration: underline;">New Business</span></p>
<p>Denise Brookins – RDC</p>
<p>&nbsp;</p>
<p><span style="text-decoration: underline;">Bids for garbage contracts.</span></p>
<p>Roberts stated that there are two bids, Advance and Discount Disposal for Garbage contract.</p>
<p>&nbsp;</p>
<p>Discount Disposal submitted a bid $6.00 per house, per month, garbage pickup for the City of McIntyre, service provided by one truck, one day, 95 gallon roadside containers, all maintenance for the term of the contract.  Dixon will leave extra containers at the City shop for new residents all cans must be put outside the road with the exception of handicap and elderly people that are unable to service themselves.  In addition, They will continue to pick up any excess household trash left beside cans.  All garbage at City of McIntyre will be disposed of at Wolf Creek Landfield, Discount Disposal will also be responsible for tipping fee.  Included in bid was certificate of liability insurance and Auto insurance coverage .</p>
<p>&nbsp;</p>
<p>Advance made a bid in the amount of $5.37 per month, once a week, 95 gallon cart, and free pickup to city hall, a $153.60 value, insurance coverage included in packet, cover letter, company overview.</p>
<p>Mixon stated that there was a representative there for Advance if they wanted to talk to her.  Mayor Horne asked who the representative was.  Mixon said Patricia Mixon.  Patricia Mixon stated that she didn’t put the bid together, but $5.37 per cart is her understanding.  Roberts stated that it reads once a week, 95 gallon cart, garbage service is $5.37 per month.  Mayor Horne stated to pass it to David, let him look at it.  McRee asked if the other one was $6.00 per pickup, clerk stated that it was $6.00 per house per month.  McRee stated, was the other at $6.00 per house, per month, and this one is $5.37.  McRee reread what the proposal stated of pickup once a week, 95 gallon cart, per month.  Mayor Horne asked, does it say per household?  McRee said it’s per cart, once a week, 95 gallons cart per garbage service, $5.37 per month, he asked if anyone has more than one cart.  Roberts stated that there are some houses that have more than one cart.  McRee asked if that is per cart or per residence, Patricia Mixon responded, per cart from her understanding.  Discussion continued concerning Advance Disposal’s bid proposal and the free pickup for City Hall and the value for the charge annually.  Moore asked if the other one says per household.   Roberts stated yes.  McRee asked how many have multi carts and how do we handle that.  Roberts stated that we bill them per cart.  McRee asked if under the old contract, if someone has more than one cart, do we bill them extra, Roberts stated yes.  Myrick stated that Discount Disposal has done a great job Scott asked if that is who we have now.  Mayor Horne</p>

<p>asked Ms. Mixon if they pick up for people who are disabled.  Scott asked how much they charge us now, Roberts responded $6.25.  Myrick asked if Discount Disposal’s new bid is $6.00, Horne asked how many people do we have, Roberts responded around about 379 people currently using the service. Roberts state that we have one for $6.00 from Dixon and Advanced at $5.37, looking at a difference of .63.  Horne stated that they need to know what council is going to do.</p>
<p>&nbsp;</p>
<p>MOTION made by Myrick that they keep Discount Disposal, the service has been good.</p>
<p>&nbsp;</p>
<p>Horne stated that there is a motion to keep Discount Disposal.  Carswell asked if that was the one at $6.00?, Carswell asked if with the one at $5.37, are we still getting the same service with the same pickup day, Horne stated that Ms. Mixon is saying, is it going to be the same pickup day, asked if they are going to pick up the people that are handicapped?  Patricia Mixon stated that they do handle the disabled backdoor pickup, but as far as what day she would have to get clarification on that.  Roberts stated that it was advertised for Monday.  Horne repeated statement made by Roberts that it was advertised for Monday.  Patricia Mixon said ok, that she didn’t prepare the bid but she’s assuming that they had called and gotten all the details, she can verify that.  Horne asked if she can call and ask someone, so they will come back to this.</p>
<p>&nbsp;</p>
<p><span style="text-decoration: underline;">Bids for the sidewalk</span></p>
<p>Roberts stated that we received two bids also, stated that one is from James Shinholster.  Mixon asked what this bid was for.  Roberts stated that it is for the sidewalk work that must be done for the USDA. Roberts presented Shinholster’s bid that read finishing concrete at City Hall, $3400.00   Roberts stated that the next bid was from Martins’ General Contractors.  Roberts stated that Martins’ would provide all labor, materials, and equipment to pour, form; finish concrete sidewalk and ADA landing per at City Hall.  Total cost bids is $9600.00, total payments is due within seven days after completion of jobs.  Roberts stated, Shinholster’s only said finishing concrete at City Hall, $3400.00.  Carswell stated that the $3400.00 bid is when we said we would supply the materials for the job, so that is pretty much just for the labor and now we need a cost of what the material are going to be  Horne asked if Martins’ included the labor, material, and everything.  Roberts stated that Martin’s include form, pour, and finish concrete, sidewalk, and ADA landing.  McRee asked what did the bid specification say, Roberts stated that she doesn’t remember, McRee asked what did we ask for, Horne asked if we had the ad, Roberts stated the she gave them the blueprints of what was drawn up by Spence and it’s to do everything, McRee asked if we asked for labor, materials and everything or how did we word it, Roberts stated that she did not know how we worded in the paper, it’s been so long ago, and this wasn’t something we just recently run it was something wrote a month or so ago. Horne asked if we have a copy of it.  McRee said that we probably needed to check it to see who has complied with the bid and who hasn’t.  Moore stated that the price of concrete is about $101.00 a yard.  Carswell asked if we had any confirmation about how much concrete we are going to have to have on there, Moore stated yes, that he hasn’t actually measured it but looking at the area, he’d say close to 25 to 30 yards.  McRee stated that they should have been able to determine that from Spence’s drawings.  Carswell stated that 30 yards would be right at 3,000; Moore stated that there is a $6.00 fuel surcharge on each truck, probably 3 truck loads, Moore said that was the price when he called to get the price from Fowler’s Flemister.  Carswell stated, with the concrete and getting it here, we’re looking at $3048.00 just to get the concrete and get it here and then $3400.00 in the labor which will give you $6400.00.  Moore stated that there’s also forming material and we really don’t know what the forming materials would be and he did price 2x4s.  Carswell stated, so right now, we got on the table $6400.00 plus an unknown expense of what we have to spend to get all the stuff to form it up and do it.  Myrick stated the 2&#215;4 won’t cost $3000.00, Carswell</p>

<p>stated that they definitely won’t cost that much.  Myrick and Carswell restated that the 2x4s won’t cost that much.  Moore stated, he would say a couple of hundreds for the forming.  Mixon asked if we put it out that we were going to furnish the materials, Moore stated no, Mixon stated that, then it’s an incomplete bid, Moore stated he doesn’t think so, Mixon stated that if they can’t bid on the specks that they are given that we shouldn’t accept the bid.  Carswell stated that the bids that are coming back are from the stuff that we did that were incomplete it has nothing to do with the contractor; it’s the stuff that we set here and sent back that needed to be clarified.  Moore stated that they got a drawing that Spence made.  Carswell stated that with James Shinholster’s coming back, there was another reason for it coming back, there was another reason it came back through James Shinholster verses it coming back through the original person that put the bid in, so did James come down and pick up the information is the other question at hand or did he just submit a bid on what the other person had already presented.  Moore stated that he didn’t know Horne stated I know we can’t keep going back and forth with it, we go to get somebody because we are going to have to have this up and running because of USDA and we gone do something tonight, we need to, we try to pave the way so everybody can have a fair opportunity with bidding on the stuff.  Moore state that Rumph didn’t have insurance and he said James Shinholster agreed for him to use his insurance.  Scott asked if we have something from James, Moore said yes.  Moore stated that the bid had to come from James Shinholster, Shinholster Construction and not from Rumph.  Horne asked to see the contract and said it looks incomplete to her.  Carswell stated, a timeframe needed to be set and that there needs to be a decision made.</p>

<p>MOTION made by Moore to accept the bid of Martin’s general contractor for $9600.00 to do the concrete work, seconded by Scott, no opposition, motion carried.</p>

<p>Carswell questioned Martin on when he could start. Chris Martin stated that he would like to start on Wednesday but didn’t want to make any promises, said it would be in the next 30 days, Carswell stated that he understands and that he just wants to see it get started. Patricia Mixon stated that she did confirm about the trash pickup on Monday and the backdoor or disabled.</p>
<p>Mayor  Horne returned to the discussion of the Garbage Contract.  Horne asked for verification from Patricia Mixon that their bid is for two years.  Patricia Mixon stated that she believed so.  Roberts stated that the bid in the paper was a two year contract; Horne said that neither bid specified two years, but that it was advertised that way.  Carswell asked if Dixon was the company that we currently use, Horne and Roberts said yes.  Carswell stated that personally, he has no issue, he’s seen them pick up trash off the edge and ditches, throughout McIntyre.  Carswell said that he like the service, and based on that, taking the chance of losing that service for .63.  didn’t  seem feasible to him.  Carswell seconded Myrick’s earlier motion to keep Discount Disposal.  Voting for the motion were Carswell, Myrick, Scott and Moore, Mixon abstained from motion, motion carried.</p>
<p>Roberts presented bids for piping at the new water building.  Roberts stated that she has one from Reynold’s Piping services.  Reynolds will furnish labor, tools, equipment, materials, and supervision to install piping for the development of the new well-house for the City of McIntyre, Bid included stainless steel piping to be SCH4316L, all other piping as noted on the drawing, excluded is electrical, chemical equipment, and meters, total price $24,575.00.  Roberts stated that the other one is from Washington County Machine shop.  Submission of specifications and estimates for installing piping to new chemical feed building as shown on drawing excavation and make new tie-ins to stainless steel lines into building, install new water lines from building to existing four inch main, we propose hereby to furnish labor and equipment complete in accordance with above specifications for the sum of $29,674.83.</p>

<p>MOTION made by Mixon to accept Reynolds’s Piping Services bid, Horne asked, where was Reynolds Piping.  Roberts stated they had a McIntyre address, Mixon and Moore both stated that they are up on Highway 57, Myrick asked if Reynolds was going to hookup.  Moore stated that he assumed they went by the drawing.  Horne stated that there was a motion on the table to accept the bid with Reynolds Piping Service for $24,575.00, seconded by Moore. Horne asked if Scott needed more time, Scott responded no, no opposition, motion carried.</p>
<p>&nbsp;</p>
<p>Horne welcomed  Ms. Brookins and opened the floor to her.  Ms. Brookins stated that she appreciates the opportunity to speak with us. Brookins said that about a month ago, they received a request to assist the City of McIntyre with the National Flood insurance application, which allows the community residents if they choose to do so, get flood insurance.  Brookins said to complete the application you have to do an application which they fill out., and with the package you have to adopt a resolution of intent to participate and a flood insurance ordinance which is basically standard language all across the board, Brookins presented copies of the resolution and the ordinance. Brookins said that it’s a completely voluntary program, you can participate if you choose to do so. If the city choose to participate, then residents would be able eligible to choose flood insurance if they wanted to, Horne asked if there was no fee that the city has to pay or do the paperwork.  Denise Brookins stated just complete the resolution of intent and the flood insurance ordinance but there is no fee, Horne stated that she is glad, she got Roberts working on this because of how the weather is, that it is so unpredictable and she just thought that it was something that we actually need to get involved with and she appreciates Ms. Brookins coming.  Moore asked Brookins if she knew how many residences and business are actually in the flood plain in McIntyre.  Brookins stated that they had one of their GIS people, based on the information that they have with FEMA, do a quick run through which showed a pretty large percentage of the city, and that they are actually working with the state now to figure out how many parcels.  Brookins distributed maps of possible flood areas.  McRee suggested tabling the discussion until everyone had read the ordinance, because of some of the stipulations within the ordinances.  Moore made motion to table the discussion of the flood plan, seconding was Myrick, no opposition, motion carried.</p>

<p>Myrick stated that everyone was aware of the issue with Irwinton water and our guys went over to assist, and would like to thank them for their work with Irwinton</p>

<p>McRee stated that there was a little holiday gift there for them to enjoy and he hopes everybody has a Merry Christmas.</p>
<p>&nbsp;</p>
<p>Myrick stated that he also would like to thank Dixon for the years of service, it’s been great.  Mr. Dixon stated that he appreciates the opportunity to do it.</p>

<p>Roberts stated that she just wanted to say thank you for all the support during the illness and death of her mother.</p>

<p>Horne stated that she wanted to just piggyback off of what Myrick said, that the Irwinton water department had a crisis and our guys stepped up to the plate and they actually went over and pretty much took charge of the situation and really helped them out and the fire department, they also helped us out, and she wants to thank them all.  Horne notified council of the death in the Myrick family. </p>
<p>Dixon stated that they were thankful for the city choosing them and would continue to offer the same service as they have in the past.</p>

<p>Roberts stated that she wanted to remind everybody about the Christmas dinner, on Friday December 21<sup>st</sup> @ 6:00 p.m.</p>

<p>Discount Disposal submitted a bid $6.00 per house, per month, garbage pickup for the City of McIntyre, service provided by one truck, one day, 95 gallon roadside containers, all maintenance for the term of the contract.  Dixon will leave extra containers at the City shop for new residents all cans must be put outside the road with the exception of handicap and elderly people that are unable to service themselves.  In addition, They will continue to pick up any excess household trash left beside cans.  All garbage at City of McIntyre will be disposed of at Wolf Creek Landfield, Discount Disposal will also be responsible for tipping fee.  Included in bid was certificate of liability insurance and Auto insurance coverage .</p>

<p>Advance made a bid in the amount of $5.37 per month, once a week, 95 gallon cart, and free pickup to city hall, a $153.60 value, insurance coverage included in packet, cover letter, company overview.</p>
<p>Mixon stated that there was a representative there for Advance if they wanted to talk to her.  Mayor Horne asked who the representative was.  Mixon said Patricia Mixon.  Patricia Mixon stated that she didn’t put the bid together, but $5.37 per cart is her understanding.  Roberts stated that it reads once a week, 95 gallon cart, garbage service is $5.37 per month.  Mayor Horne stated to pass it to David, let him look at it.  McRee asked if the other one was $6.00 per pickup, clerk stated that it was $6.00 per house per month.  McRee stated, was the other at $6.00 per house, per month, and this one is $5.37.  McRee reread what the proposal stated of pickup once a week, 95 gallon cart, per month.  Mayor Horne asked, does it say per household?  McRee said it’s per cart, once a week, 95 gallons cart per garbage service, $5.37 per month, he asked if anyone has more than one cart.  Roberts stated that there are some houses that have more than one cart.  McRee asked if that is per cart or per residence, Patricia Mixon responded, per cart from her understanding.  Discussion continued concerning Advance Disposal’s bid proposal and the free pickup for City Hall and the value for the charge annually.  Moore asked if the other one says per household.   Roberts stated yes.  McRee asked how many have multi carts and how do we handle that.  Roberts stated that we bill them per cart.  McRee asked if under the old contract, if someone has more than one cart, do we bill them extra, Roberts stated yes.  Myrick stated that Discount Disposal has done a great job Scott asked if that is who we have now.  Mayor Horne</p>

<p>asked Ms. Mixon if they pick up for people who are disabled.  Scott asked how much they charge us now, Roberts responded $6.25.  Myrick asked if Discount Disposal’s new bid is $6.00, Horne asked how many people do we have, Roberts responded around about 379 people currently using the service. Roberts state that we have one for $6.00 from Dixon and Advanced at $5.37, looking at a difference of .63.  Horne stated that they need to know what council is going to do.</p>

<p>MOTION made by Myrick that they keep Discount Disposal, the service has been good.</p>

<p>Horne stated that there is a motion to keep Discount Disposal.  Carswell asked if that was the one at $6.00?, Carswell asked if with the one at $5.37, are we still getting the same service with the same pickup day, Horne stated that Ms. Mixon is saying, is it going to be the same pickup day, asked if they are going to pick up the people that are handicapped?  Patricia Mixon stated that they do handle the disabled backdoor pickup, but as far as what day she would have to get clarification on that.  Roberts stated that it was advertised for Monday.  Horne repeated statement made by Roberts that it was advertised for Monday.  Patricia Mixon said ok, that she didn’t prepare the bid but she’s assuming that they had called and gotten all the details, she can verify that.  Horne asked if she can call and ask someone, so they will come back to this.</p>

<p><span style="text-decoration: underline;">Bids for the sidewalk</span></p>
<p>Roberts stated that we received two bids also, stated that one is from James Shinholster.  Mixon asked what this bid was for.  Roberts stated that it is for the sidewalk work that must be done for the USDA. Roberts presented Shinholster’s bid that read finishing concrete at City Hall, $3400.00   Roberts stated that the next bid was from Martins’ General Contractors.  Roberts stated that Martins’ would provide all labor, materials, and equipment to pour, form; finish concrete sidewalk and ADA landing per at City Hall.  Total cost bids is $9600.00, total payments is due within seven days after completion of jobs.  Roberts stated, Shinholster’s only said finishing concrete at City Hall, $3400.00.  Carswell stated that the $3400.00 bid is when we said we would supply the materials for the job, so that is pretty much just for the labor and now we need a cost of what the material are going to be  Horne asked if Martins’ included the labor, material, and everything.  Roberts stated that Martin’s include form, pour, and finish concrete, sidewalk, and ADA landing.  McRee asked what did the bid specification say, Roberts stated that she doesn’t remember, McRee asked what did we ask for, Horne asked if we had the ad, Roberts stated the she gave them the blueprints of what was drawn up by Spence and it’s to do everything, McRee asked if we asked for labor, materials and everything or how did we word it, Roberts stated that she did not know how we worded in the paper, it’s been so long ago, and this wasn’t something we just recently run it was something wrote a month or so ago. Horne asked if we have a copy of it.  McRee said that we probably needed to check it to see who has complied with the bid and who hasn’t.  Moore stated that the price of concrete is about $101.00 a yard.  Carswell asked if we had any confirmation about how much concrete we are going to have to have on there, Moore stated yes, that he hasn’t actually measured it but looking at the area, he’d say close to 25 to 30 yards.  McRee stated that they should have been able to determine that from Spence’s drawings.  Carswell stated that 30 yards would be right at 3,000; Moore stated that there is a $6.00 fuel surcharge on each truck, probably 3 truck loads, Moore said that was the price when he called to get the price from Fowler’s Flemister.  Carswell stated, with the concrete and getting it here, we’re looking at $3048.00 just to get the concrete and get it here and then $3400.00 in the labor which will give you $6400.00.  Moore stated that there’s also forming material and we really don’t know what the forming materials would be and he did price 2x4s.  Carswell stated, so right now, we got on the table $6400.00 plus an unknown expense of what we have to spend to get all the stuff to form it up and do it.  Myrick stated the 2&#215;4 won’t cost $3000.00, Carswell</p>

<p>stated that they definitely won’t cost that much.  Myrick and Carswell restated that the 2x4s won’t cost that much.  Moore stated, he would say a couple of hundreds for the forming.  Mixon asked if we put it out that we were going to furnish the materials, Moore stated no, Mixon stated that, then it’s an incomplete bid, Moore stated he doesn’t think so, Mixon stated that if they can’t bid on the specks that they are given that we shouldn’t accept the bid.  Carswell stated that the bids that are coming back are from the stuff that we did that were incomplete it has nothing to do with the contractor; it’s the stuff that we set here and sent back that needed to be clarified.  Moore stated that they got a drawing that Spence made.  Carswell stated that with James Shinholster’s coming back, there was another reason for it coming back, there was another reason it came back through James Shinholster verses it coming back through the original person that put the bid in, so did James come down and pick up the information is the other question at hand or did he just submit a bid on what the other person had already presented.  Moore stated that he didn’t know Horne stated I know we can’t keep going back and forth with it, we go to get somebody because we are going to have to have this up and running because of USDA and we gone do something tonight, we need to, we try to pave the way so everybody can have a fair opportunity with bidding on the stuff.  Moore state that Rumph didn’t have insurance and he said James Shinholster agreed for him to use his insurance.  Scott asked if we have something from James, Moore said yes.  Moore stated that the bid had to come from James Shinholster, Shinholster Construction and not from Rumph.  Horne asked to see the contract and said it looks incomplete to her.  Carswell stated, a timeframe needed to be set and that there needs to be a decision made.</p>

<p>MOTION made by Moore to accept the bid of Martin’s general contractor for $9600.00 to do the concrete work, seconded by Scott, no opposition, motion carried.</p>

<p>Carswell questioned Martin on when he could start. Chris Martin stated that he would like to start on Wednesday but didn’t want to make any promises, said it would be in the next 30 days, Carswell stated that he understands and that he just wants to see it get started. Patricia Mixon stated that she did confirm about the trash pickup on Monday and the backdoor or disabled.</p>
<p>Mayor  Horne returned to the discussion of the Garbage Contract.  Horne asked for verification from Patricia Mixon that their bid is for two years.  Patricia Mixon stated that she believed so.  Roberts stated that the bid in the paper was a two year contract; Horne said that neither bid specified two years, but that it was advertised that way.  Carswell asked if Dixon was the company that we currently use, Horne and Roberts said yes.  Carswell stated that personally, he has no issue, he’s seen them pick up trash off the edge and ditches, throughout McIntyre.  Carswell said that he like the service, and based on that, taking the chance of losing that service for .63.  didn’t  seem feasible to him.  Carswell seconded Myrick’s earlier motion to keep Discount Disposal.  Voting for the motion were Carswell, Myrick, Scott and Moore, Mixon abstained from motion, motion carried.</p>
<p>Roberts presented bids for piping at the new water building.  Roberts stated that she has one from Reynold’s Piping services.  Reynolds will furnish labor, tools, equipment, materials, and supervision to install piping for the development of the new well-house for the City of McIntyre, Bid included stainless steel piping to be SCH4316L, all other piping as noted on the drawing, excluded is electrical, chemical equipment, and meters, total price $24,575.00.  Roberts stated that the other one is from Washington County Machine shop.  Submission of specifications and estimates for installing piping to new chemical feed building as shown on drawing excavation and make new tie-ins to stainless steel lines into building, install new water lines from building to existing four inch main, we propose hereby to furnish labor and equipment complete in accordance with above specifications for the sum of $29,674.83.</p>

<p>MOTION made by Mixon to accept Reynolds’s Piping Services bid, Horne asked, where was Reynolds Piping.  Roberts stated they had a McIntyre address, Mixon and Moore both stated that they are up on Highway 57, Myrick asked if Reynolds was going to hookup.  Moore stated that he assumed they went by the drawing.  Horne stated that there was a motion on the table to accept the bid with Reynolds Piping Service for $24,575.00, seconded by Moore. Horne asked if Scott needed more time, Scott responded no, no opposition, motion carried.</p>

<p>Horne welcomed  Ms. Brookins and opened the floor to her.  Ms. Brookins stated that she appreciates the opportunity to speak with us. Brookins said that about a month ago, they received a request to assist the City of McIntyre with the National Flood insurance application, which allows the community residents if they choose to do so, get flood insurance.  Brookins said to complete the application you have to do an application which they fill out., and with the package you have to adopt a resolution of intent to participate and a flood insurance ordinance which is basically standard language all across the board, Brookins presented copies of the resolution and the ordinance. Brookins said that it’s a completely voluntary program, you can participate if you choose to do so. If the city choose to participate, then residents would be able eligible to choose flood insurance if they wanted to, Horne asked if there was no fee that the city has to pay or do the paperwork.  Denise Brookins stated just complete the resolution of intent and the flood insurance ordinance but there is no fee, Horne stated that she is glad, she got Roberts working on this because of how the weather is, that it is so unpredictable and she just thought that it was something that we actually need to get involved with and she appreciates Ms. Brookins coming.  Moore asked Brookins if she knew how many residences and business are actually in the flood plain in McIntyre.  Brookins stated that they had one of their GIS people, based on the information that they have with FEMA, do a quick run through which showed a pretty large percentage of the city, and that they are actually working with the state now to figure out how many parcels.  Brookins distributed maps of possible flood areas.  McRee suggested tabling the discussion until everyone had read the ordinance, because of some of the stipulations within the ordinances.  Moore made motion to table the discussion of the flood plan, seconding was Myrick, no opposition, motion carried.</p>

<p>Horne stated that she wanted to just piggyback off of what Myrick said, that the Irwinton water department had a crisis and our guys stepped up to the plate and they actually went over and pretty much took charge of the situation and really helped them out and the fire department, they also helped us out, and she wants to thank them all.  Horne notified council of the death in the Myrick family. </p>
<p>Dixon stated that they were thankful for the city choosing them and would continue to offer the same service as they have in the past.</p>
