NOTICE: McIntyre is under a Level 1 Drought Response: In order to conserve water outside watering is allowed only between 4:00pm and 10:00 am. This applies to both commercial and residential water use, also keep in mind to regularly check for and repair leaks inside and outside. Don't leave tap running when shaving, brushing teeth and face washing. Only water your landscape when necessary and adjust sprinklers so only your lawn is watered and not the house, sidewalk or street.

NOTICE: 2015 CCR Annual Water Quality Report are available at City Hall located at 102 Railroad Street.

Water bills are due on the 15th of each month, a late penalty of $5.00 applies after the 15th, Termination date is the 28th of the current month, bills will need to be paid prior to the 28th, Reconnect fee is $35.00 and is applied to terminated accounts for non-payment. Bill will have to be paid in full to have water restored.

Council meetings are the 1st and 3rd Monday of each month, beginning at 5:00PM, If you would like to be placed on the Agenda for topics, you must call City Hall at 478-946-2037 prior to the meeting date.

Municipal Court is held the 1st Tuesday of each month at 5:00pm. Ralph Jackson is the honorable Judge, and any discussions pertaining to the court date will need to be discussed either with the Clerk of Court Pamela Roberts at 478-946-2037, or Chief Wayne Amerson at 478-946-3483.

Mayor Horne called the meeting to order, led in prayer by Council member Eugene Moore.

 

Present were: Mayor Vicki Horne, Council members, Eugene Moore, Katherine Scott,  John Carswell, and Rico Myrick,  also present were Clerk Pamela Roberts,  Chief of Police  Wayne Amerson and City Attorney David McRee.

 

Motion to approve May 5, 2014 council meeting minutes was made by Moore,  seconded by Carswell, no opposition, motion carried.

 

Roberts discussed the 457 Contribution Program, saying Moore had called and inquired about the 457, Roberts said that she had the information and distributed copies.   Roberts explained that the one dated August 5, 2009, is the old one that the city had put in place before her time, that date marked on it is the date that the city actually amended to suspend the 401A, the second one that the city has is the one that the city wants to reinstate with the $20.00 per month for employees. Roberts said that the information is exactly the same as the one that the city has pre-dated except for a couple of changes. Roberts noted that the Contribution Non Matching is on Page A-A 10, saying it will be $20.00 per monthly payroll.  Mayor asked if anyone wanted to increase it, Roberts said that this is what the city is doing for the Police Department $20.00 per month.  Roberts explained that on Page A-A3 the old amendment says to cover departments, Administration, Police, Street and Water, asking that on the new one is it suppose to be just Water, Street and Administration?  Mayor Horne asked are we already contributing to the Police Department. Moore asked if anyone in the Police Department was contributing to the old plan. Roberts said yes, but that is their own money nothing that the city is contributing to.  Roberts said Shawn is the only officer that is not in it.  Moore asked if they will be able to continue to contribute like they are now if the city doesn’t include them now. Roberts said yes.  That is a different section of it. Mayor Horne said but it could change if for some reason whatever they are doing just drops off, they can start. Roberts said yes, we can always amend it. Roberts said that on Page A5, in the old one there is a waiting period for participation; 6 months. Roberts asked if do the city wanted to leave it at 6 months. Moore said that he would like 12 months. Mayor Horne asked what if you hire them permanently before the 12 months. McRee said that this is just basically saying how long an employee has to work here before the city contributed to their plan.  Carswell said that the employee can start contributing, but the city will not start contributing. Roberts said that they can enroll in the program, but the city can wait as long as the

city wants them to wait before the city contributes funds. Scott asked is this for full time employees only. Roberts said that the city had 30 hours in the old one, so she assumed that the city wanted to leave it at 30 hours. Carswell asked how long an employee worked before they are hired permanently. Mayor Horne said that it is done case by case. Carswell said to leave it at 6 months, if the city is going to contribute in 6 months, this maybe an incentive for the employee to stay a little longer. Myrick asked if the street department was contributing, Roberts said no.  Mayor Horne said this is the choice that they made. Myrick asked was it explained to them, Roberts said yes they all know about it.   Mayor Horne asked if the city is going to vote on these changes. Roberts said that there was something on Page AA2 that she is not sure about which read this is an Amendment to be effective as of the date.  Roberts said she will have to check on this.  Roberts said she had originally put June 1st but she did not understand the question.  Roberts didn’t know if that means the first payment that the city made or what.  Scott asked is this June 1 coming up. Roberts said that she had put it in January when he sent the information and she read it but she said that she really did not know if it meant when we make the 1st payment or if comes in effect so many days after the city makes the 1st payment. Roberts asked if she gets an explanation about this does the city want it to be effective July 1st.  Mayor Horne said that she thinks it should be July 1st. Roberts asked that when she makes the payment does the city want her to make it retroactive back to January or were they going to start in July. Mayor Horne said let us see if the program will have the same benefits, that the program is already in effect but the city  is not contributing to it as an employer. Mayor Horne said see if it is going to make a difference whether we go back and do it retroactive or not. Mayor Horne said that if the Street Employees decide that they want to participate in the program, they could. Roberts said you have two parts to the fund, an employer’s contribution and an employee’s contribution. Roberts said that the employer is set to contribute $20.00 and the employee can contribute whatever they want to. Scott said that the employees do not have to put anything in but the city will contribute $20.00. Roberts said that whatever the city decided to do with the $20.00 will not affect what they already have. Mayor Horne asked how many years do you actually have to work for the city to get benefits from it. Roberts said that depend on the stock market. Mayor Horne said that when it first started, you had to work so many years for the city before you could actually get benefits. Roberts said that she thought she read something about 5 years.  Mayor Horne said the city needs to find out if it would make a difference if we did retroactive or not. Roberts said that in Cliff Vesting on Page AA13 of the old plan the city had 3 years 100% invested after a participant has been employed as an eligible employee for 3 years.  Mayor Horne asked Roberts to ask about this. Roberts ask if it is alright to submit the program to GMA to draft the changes. All were in agreement.

Moore motion to give Landin Burney $100.00 for his design of the city flag.  Seconded by Myrick, no opposition. Myrick said once the city got the flag, the city could send Mr. Burney a plaque with the flag on it. Roberts said once the city gets the design; you can have a plaque made with the design on it.  Mayor Horne said to present him with a certificate. Carswell asked about the presentation of the flag in Savannah, does it have to be presented by one of the city officials. Mayor Horne said that when they do the parade of the flags, somebody from that city does it. Roberts said there is not enough time to do it this year.

 

Reports:

 

Moore said he called three more contractors for paving Vinson Road and got a response from Womack Paving from Gray; Reeves or GA Asphalt did not call back. Womack Paving quoted $30,875.00, for Vinson Road, $5,900.00 for the Park; Shepherd Paving- $1,600.00 at the Park, $27, 250.00 for Vinson Road, explaining that this is a 611 X 12 foot section in the road.  Scott asked if this would be coming out of SPLOST, Moore said yes. Scott asked how much money was in SPLOST.  Roberts said approximately $58,000.00. Scott asked when the city would receive more money. Roberts said the city is through with 2007. Roberts said that she is not sure when they will start 2013. Scott asked if 2013 had already been agreed on. Roberts said yes, saying this one is done different; noting that the city had so much money in each department to spend.  Scott asked before the city spends this money can we wait until the city gets the SPLOST money. Mayor Horne asked did they say when the next SPLOST would begin.  Roberts said that the Wilkinson County Commissioners Office told her to go on and set up the checking account for 2013 SPLOST.  Mayor Horne asked if the city could ask when the SPLOST money would be in.  Scott said that the city can vote on the paving of Vinson Road today, but the city needed to wait on the SPLOST money.  Moore made a motion that the city accepts the bid from Shepherd Paving for $27,250.00 for Vinson Road and $1,600.00 for paving the driveway at the Park, seconded by Carswell, voting for the motion was Moore, Scott, and Caswell, opposing the motion was Myrick, motion carried.

 

Question from the Gallery was did the city have to spend all the SPLOST money or did it roll over.  Mayor Horne said that some was still left in the account.

Moore stated that Norfolk/Southern has a safety issue.  Noting that the city’s sidewalk comes down Macon Road to the railroad track and that water is running onto the track washing out the tracks where the railroad’s employees walk to switch cars. Moore said that the work needed was to cut out about an 8 foot section of the sidewalk, re-pour the curve and pour a discharge floom so water goes into the drain and not across the track.  Moore said that he called three contractors for this and he only got one price, saying Martin’s Contracting gave a price of $3,500.00.   Moore said that he and Mayor Horne were looking at it. Moore said he is not sure if they can pay for it with SPLOST or not.  McRee said yes, because putting new drainage in would be ok. Moore made a motion that the city accepts the bid from Martin Contractor for $3.500.00 to redo the sidewalk and pour a concrete floom at the railroad track, seconded by Scott, no opposition, motion carried.

Carswell asked clerk did the city get any information back from Moscow Lighting to see what needs to be done for the lights on the ball field, saying that the city needs to get a contractor to bid on replacing all the cover on the light fixtures. Carswell said that he was going to mark them. Roberts said that she had to report pole numbers when she call them. Carswell said that the poles are not identified by a number.  Roberts said they sent the city a diagram last time. Carswell said that he can take a copy of the diagram to the park and he can work the lighting from that.

 

Myrick asked if anyone could give pricing on the drainage at the park while Shepherd is up there. Carswell said we can, but what direction would the city run the water from. Myrick said back toward the road. Moore said that would be the shortest way. Carswell asked which way were you talking about going to the road. Moore said you can go back to the main driveway and let it discharge into the ditch on side of the road. Scott asked if the ditch was working. Mayor Horne asked if the city was going to put a drain there. Moore said yes. Mayor Horne asked if they were going to dig up the road and put a pipe under there. Mryick said yes. Moore said that you will have to dig up some of it.  Moore said those Red Tips on the side need to be dug up anyway.  Mayor Horne said that something needs to be done because it is like a little creek there when it rains. Myrick said talk to the county. Moore said that Mark Fountain can dig the ditch.  Myrick said that the county is talking about getting a paving machine. Mayor Horne asked if the city was going to look into this. Moore said that the city would need to hire a surveyor to make sure that it will drain to the road. be a surveyor to get the elevation because it almost a bore, it is elevated on all four sides. Mayor Horne asked where are you are going to run it to, down toward Riley Circle. Myrick stated that you can go back toward the basketball goals.  Carswell said that probably would be the quickest way.  Mayor Horne said then you will be going across a gas line. Carswell said that the gas line is on the back side of the building. Mayor Horne said that the gas lines runs in front of the building. Carswell said the gas lines do run in front of the building. Carswell said that the city will have to dig a sump hole and pump the water out. Mayor Horne said just buy a pump and when it gets like that just pump it out.  Mayor Horne asked how deep of sump. Carswell said about 3 foot.  Mayor Horne asked if it’s something someone can drown in.  Carswell said you put a cover over it, Mayor Horne asked why can’t the city just get a pump and pump it out across the field.  Carswell said you can do that, because you’ve got a place where you are trying to grow the grass and you can run it to there.   

 

Mayor Horne asked Myrick if he wanted to talk about the sewage. Roberts said that Meg’s father is sick and she is working via phone and e-mail, Roberts said that she going to call her.  Myrick asked who has not sign. Roberts noted the information distributed, saying all those that you don’t see the x on, saying the ones highlighted in yellow, the city does not need anymore because they are going to move the line, noting that Rindt McDuff is still working on something for Calvary Way. 

 

Mayor Horne said that Denise Brookins has left the Regional Commission. Roberts said that she guess she got another job. Scott said Denise left her phone number if anyone wanted to call her.  Mayor Horne said that she had Katherine talked to Mr. McKienzie; he is suppose to push the company to sign whatever they need to sign. Scott said once they get the plat like it suppose to be, they will take it to the lawyer, Scott said they have to do an easement to build a road through there.  Mayor Horne said that Oconee EMC is waiting on Mr. McKienzie.  Mayor Horne asked about Ed Shauger, Roberts said that she thinks that some of the Council members will have to go see him. Moore said that he will go see Ed. Moore asked who will be handling Mrs. Willis’ estate. Roberts said Lynn.  Scott asked what did Ms. Gotell say. Roberts said that she said that she was coming down the first part of April and she would sign them, but has not seen her. Moore asked about Arneely Dukes. Roberts said that Mrs. Whipple said that she and Natalie take care of the property, noting that Arneely has a wife that lives off. will sign.  Mayor Horne asked about Ronne Rozier. Roberts said that he won’t come back, she asked him twice. He has questions about how close it will be to his sewage line that is already there. Myrick asked if the city is calling these people every week. Roberts said the ones that she was able to reach by phone are the ones that signed. Roberts said that she has sent two letters to all of them. Moore said that he would go and knock on doors. Roberts said that she would go with him whatever evening is good for him.

 

Scott said that she wants to sign up for the 457 and the city needs to know who else wants to sign.

 

Myrick said that Mayor Horne needs to call BASF again about the chalk. Mayor Horne said that she would call them.

 

Roberts said that she has two dates for 1st Aid Recertification that has to renew every two years and ours is coming up July 9, 2014. The two dates are June 18 or June 26. Noting that the last time the city hall had to close because the class is from 8:30 a.m. 3:30 p.m.  Class will be June 18. Roberts said that she didn’t know about OSHA, that they have not sent anything, noting that the Flagger class would be July 9, 2014 for recertification with the County, so the guys will not be here. Myrick asked who is doing the CPR Class. Roberts said the same people that did it last year. She said America Heart from Oconee Fall Line Technical College.

 

Roberts said that the two e-mails that she gave them, one was from Kathy Ross, about Jay Mason’s property because there were so many questions asked at the last meeting. Roberts said that Ms. Ross said to get with the engineer. Jay was asking about paying for it if they would develop it for them. Roberts said that it is not a cost our loan or our grant is going to cover.  Moore said that he was talking to Meg and Mr. Hawkins one time and Hawkins said there were grant money available to do the sewage line. Roberts said Ross advised talking to the engineer to see if it is something they can do.

 

Roberts said that she needs council to approve the proxy for the Annual Meeting at GMA in Savannah.  The city still needs a proxy even if somebody is there and they designated Beth English or Joe Martin to be our proxy at the meeting. Roberts said that she just needed the Mayor and Councils permission to say that it is fine for them to vote if no one is there.  Scott motioned

that the city has a proxy to vote for the City of McIntyre, seconded by Moore, no opposition, motion carried.

 

Myrick asked if the city still get reports from the Fire Department.  Mayor Horne said that she has not seen them in while. Myrick asked if they had been purchasing anything lately. Roberts said that they purchased a battery for the truck. Roberts said that they are not calling in for a Purchase Order.  Roberts said that Tommy did call for a Purchase Order for some batteries for the Air Packs from Billy Matthews.  Mayor Horne said that she will find out when their next meeting is and attend.

Carswell said that he wants to redo the bathrooms in the main building at the park. Carswell asked if the city had to put money in the budget for next year. He said that that all the doors are swinging the wrong way. Mayor Horne said if it can wait until next year. Mayor Horne said that the floors need tile.
